Job Function工作职责

1. Define and implement purchasing strategy and policies.
定义并执行采购策略和采购方针。
2. Ensure adequate supply of raw materials based on sales forecast and lead time of supplies.
按照销售预测和采购周期及时提供充足的原材料。
3. Responsible for planning, developing and buying materials, parts, supplies and equipments in a timely and cost effective way; while meeting required quality standards and specifications.
负责原材料、备件和设备的计划、开发和采购，确保其供应的及时性和价格的竞争性，同时满足质量标准和质量规范。
4. Define purchasing KPIs and monitor performance.
定义采购的主要绩效指标并监控其实际情况。
5. Build and develop relationships with key suppliers.
建立和发展与主要供应商之间的关系。
6. Support purchasing staffs in the negotiation process.
协助采购员进行谈判。
7. Ensure that purchase requisition and approval process is in accordance with company policies and procedures.
确保采购的申请和批准过程符合公司的方针和程序.
8. Maintain purchasing records.
保存并维护好采购记录.
9. Discuss defective or unacceptable new goods or services with users, suppliers and others to determine cause of problem and take corrective and preventative action.
与使用部门、供应商和其他相关部门共同讨论缺陷/不可接受材料或有瑕疵交货服务的产生原因，并采取纠正和预防措施。
10. Ensure supplier compliance with site and company requirements for safety.
确保供应商按公司要求安全施工。
11. Drive continuous improvement in cost reduction, product quality and supplier delivery performance.
主导供应商降低成本，提高质量和按时交货等方面的持续改善工作。
12. Liaise with finance department to ensure accurate and timely payment of invoices.
与财务部门保持密切联系以确保付款的准确性和及时性。
13. Conduct performance appraisal for subordinates.
对下属进行绩效考评。
14. Identify competency and training needs of subordinates.
对下属进行技能评定并制定培训计划。
15. Conduct trainings to subordinates and to other staff when required.
需要时，为下属和其他职员提供培训。
16. Ensure that the departmental expenses are in line with the budget.
确保部门费用控制在预算范围之内。
17. Lead or participate in investment feasibility study.
主导或参与投资可行性研究。
18. Any other assignments defined by superior.
按时完成上级交给的临时任务。

Qualification and Requirement任职资格

－ Bachelor degree with major in supply chain management, purchasing or any engineering discipline.
供应链管理、采购或工程相关专业本科及以上学历。
－ 8 working experiences in engineering or manufacturing company with minimum 3 years in managerial position.
拥有8年以上工程或制造业公司的工作经验，并拥有至少3年以上管理岗位工作经验。
－ Must be able to converse well in English and Chinese.
