职位描述
Job Responsibilites:
Pre-Tendering Management
- Identify, tender and award consultants and designer
- Support project budgeting
- Development and definition of principal procurement strategy for the project
- Definition of tender packages directory together with Project Management Team, in line with the overall procurement strategy
- Support value engineering process from risk and cost point of view on the country level
- Identify alternative product solutions with suppliers and Project Management Team
- Review construction scopes (tender specifications) from risk and cost point of view
- Generate procurement schedule (milestone plan) in line with the project master plan
Tender Management
- Track and manage the procurement schedule
- Establish tender documents packages with technical specifications and commercial terms & conditions together with design and engineering departments
- Establish supplier/contractor long/short list (out of pre-qualified supplier database) for each defined tender packages for the project
- RFI/RFQ via E-sourcing or conventional approach
- Track and remind suppliers / contractors for bid submission
- Open and review bids / offers from risk and commercial aspects
- Bid evaluation
- Arrange and lead negotiations under 4-eyes-principle (with support from Project Specialists) and
- Establishing negotiation minutes
- Final Evaluation
- Organize E-Auction (wherever implementable)
- Issue award/order proposal to authorized committee
- Prepare contract document (contract) for final order placement
- Contract Administration
Post-Tendering Management
- Support the approval-process of contractor/supplier invoices and review of final invoices from commercial view
- Procurement-related documentation (in cope with PM-System)
- Review the performances from suppliers/contractor and report into supplier database (Supplier Evaluation)
- Guarantee Management as part of contract management
- Support Claim Management

Skills & Experiences
- Procurement Management, Project Management, Construction Management or related graduation with Bachelor or higher academic degree
- Preferred CIPS, ITC, or CPM Certification
- Tenderer Certification (only relevant to China)
- With extra QS-qualification as plus
- Technical / Engineering knowhow of M&E as plus
- Excellent negotiation skills
- Business fluent for communication and paperwork in Mandarin and English, German as plus
- Familiar with local construction and contracting laws and rules
- Familiar with project / procurement management software
- Availability for frequent business travels within the country
- Compliance to Code of Conduct
- Good communication skills to convince and persuade others to follow the course of action
- Strong execution skills
- Good administrative skills.
- 5 years or more solid procurement experience for construction projects on site
- With extra strategic procurement experience as plus
- Network and knowhow of suppliers and contractors in on the ground
- Experience with E-Sourcing processes and tools as plus
