Job title: Regional HR Manager (Base: Shanghai)
Our client is a leading buying and sourcing office.
BASIC FUNCTION:
The HRM functions as the principal HR resource, voice, and clearinghouse for all HR related activities required supporting their assigned country/business units. Understands the business objectives and goals, and how HR programs and processes can facilitate meeting them. Recommends and executes business solutions which support the development of both the country/business unit and the Corporation.
Researches, identifies, prioritizes, and executes human resources goals and objectives. Works with Management to ensure HR goals support overall business objective and strategy. Develops a business plan which targets both short and long term HR objectives, needs, and issues. Executes deliverables against the plan. Works with internal/external resources to provide services and set organizational priorities as appropriate. Takes accountability for all action items relating to HR and manages cross-functional delivery and customer expectations.
Business Partner: Understands and is thoroughly versed in the annual and long-term operational objectives of business units supported. Researches, develops, and executes an annual HR operating plan which incorporates innovative HR strategies designed to drive attainment of stated division objectives. Makes recommendations and demonstrates initiative on HR programs/processes that positively influence the business units' development.
Diagnose Needs: Proactively identifies organizational issues and barriers impeding business unit and employee productivity. Consults with management on both practical and innovative solutions. Leverages opportunities to influence positive change in organizations supported. Partners with internal or external resources to initiate and effect change as appropriate.
Drive Cross-Functional Delivery of HR Services: Drives the delivery of services, utilizing Global/AHQ HR team resources as appropriate, in areas including but not limited to:

?¤ Policies and Procedures
Quality Standards: Responsible for the consistent execution of HR administrative requirements. Ensures that information initiating from the HR organization is accurate and complete. Initiates forms and processes required documenting employees' status and maintaining the employee database. Assists with transactional requirements of the business associated with employment and legal compliance. Partners with Business Unit finance agent to insure budgetary adherence on HR related transactions.
General Administration: You will also be responsible for payroll administration which includes the management of 3rd party payroll service provider.
QUALIFICATIONS:
Bachelor's degree, or equivalent, with 5 to 8 years in Human Resource management and administration. Fluent English and Mandarin languages are required. Must have excellent communication and organization skills, strong problem solving and analytical capabilities and the ability to think logically and strategically. Critical qualities will include leadership, innovation, credibility, maturity and a willingness to be both decisive and controversial. Must be comfortable working independently, with minimal supervision yet in a cohesive and unified manner across the various functions. Must be adept at handling multiple priorities and time sensitivities in a fast paced environment.
Computer proficiency with Microsoft Word, Excel and HRIS software required.
Operational Tasks
?¤ Staffing
Recruit top talent for both office and retail positions. This includes posting of recruitment ads, shortlisting of candidates, conducting interviewing (in person or via video conf) and making offer of employment.
Conducting exit interviews for resigned employees
?¤ Employees Relations/communication
Conduct employee focus groups, grievances handling and conducting employee satisfaction survey.
Analyses survey results and make recommendations for improvement.
Be the link between Regional and Greater China employee communication.
?¤ Compensation
Participate in both compensation surveys for Taiwan and Hong Kong to ensure external equity and competitiveness.
Make recommendations for out of line (over/under paid) situation.
