Job description of Purchasing Leader
The main mission of this position is to perform the acquisition of complex materials, products and services, consistent with the target of cost, time and quality; and lead the buyers team and all purchasing activities for the assigned commodities.
Main Responsibilities
- Direct and coordinate team's activities in purchasing materials and/or services.
- Prepare Request for Quotations, solicit bids and analyze quotes.
- Negotiate with suppliers based upon assigned target (cost, time and quality); coordinate internal and external line up meetings.
- Identify preferred supplier, prepare recommendation, and submit package for approval in accordance with sourcing policy.
- Issue Purchase Orders according to the contractual rules and company policies.
- Identify suppliers for development and review their performance metrics.
- Manage, pursue and negotiate recovery costs.
- Responsible for material returns and cancellations.
- Develop, negotiate and implement Local/Regional/Global Commercial Agreements. Develop reliable, alternative sources to meet company's requirements and strategice plans.
- Perform analysis of supplier spend data and process metrics to proactively recommend improvements and identify commodity strategies, global and bundling opportunities.
- Support the collection of data and development of financial and "work-in progress" reports for project purchases.
- Support standard price list definition
- Support Supplier Scouting as required.
- Ensure purchasing guidelines are understood and adhered to by the team members.
- Identify, and prioritize system enhancements across all affected departments.
Supervises and leads subordinates in accordance with the organization policies and guidelines. Responsibilities include training employees, assigning, and directing work; appraising performance and resolving problems as needed.
Requirements
- Around 8 years related experience in multinational experiences
- Good understanding of process (purchasing, logistics, planning, quality and manufacturing) and finance
- Good knowledge in machining, assembly and able to interpret technical drawing; familiar with project scheduling (planning systems / processes), supplier development strategy, and transportation guidelines Scouting knowledge (import / export regulations & policy)
- Excellent negotiation, cost analysis and time management skills
- Team player, sense of responsibility and customer oriented
