We currently have an exciting opportunity for a sourcing specialist for China Operations in Shanghai, China.
In this position, a sourcing specialist for China Operations can expect to be responsible for the following:
? Perform procurement activities for direct and indirect spend associated with the Westinghouse Shanghai,
China office.
? Support frequent international conference calls with North America and Europe.
? Implement and oversee Purchase Orders based on strategic supplier agreements with multinational
suppliers in accordance with framework agreements.
? Identify potential Chinese suppliers for Instrumentation & Controls (I&C) components, solicit and evaluate
bids
? Support Negotiation of pricing and contractual terms and conditions with domestic and international
suppliers.
? Ensure that the quality and technical requirements, necessary flow downs, and applicable administrative
terms and conditions from the Requisition Package are included in the Procurement Package to be issued to
the suppliers.
? Evaluate the Requisition Package for inclusion or insertion of administrative requirements as necessary in
the Purchase Order.
? Initiate the sourcing process by identifying supplier(s) that are capable to provide the item(s) in the
quantities required as specified in Requisition Package. Solicit Requests for Proposals (RFP), Quotations or
requests (RFQ) for other information from suppliers. Execute Proprietary Information Agreements (PIA’s),
and obtain supplier bids and proposals. Distribute appropriate supplier proposal information to internal
Westinghouse reviewers as appropriate.
? Be able to work in complex matrix environment to negotiate with the selected supplier(s), with the support
of the requisitioner, Quality, Engineering, Projects and other groups, as appropriate.
? Evaluate supplier exceptions to WEC proposed commercial terms and conditions, and consult with Quality,
Engineering, Legal and/or product lines as appropriate.
? Verify that the supplier is currently approved on the Westinghouse Approved Suppliers List (ASL) or
Qualified Supplier List (QSL) as applicable and ensure that Purchase Orders shall be only placed with suppliers
on the ASL or QSL.
? Verify the supplier is not on any restricted list and is compliant with any import/export requirements.
? Obtain the necessary Procurement Package approvals in accordance with regulatory requirements and
Westinghouse signatory authority requirements.
? Communicate with suppliers, and facilitate or coordinate issue resolution with Engineering or Quality to
ensure issues are resolved and subsequent changes to technical or quality requirements are approved by
Westinghouse.
? Responsible for issuing all formal communication between Westinghouse and the supplier.
? Act as a liaison between the supplier and internal Westinghouse groups regarding supplier submittals
throughout the life of the PO. Communicate with the responsible parties for the review and disposition of
supplier‐submitted documents in accordance with procedures.
? Prepare and process Purchase Order change notices. Archive the Procurement Package and Requisition
Package documents including Change Notices.
? Understand engineering basics and learn equipment‐specific engineering detail to work with localization
projects in region.
? Interface with project management, suppliers. Prepare reports and interface with internal functional
groups (internal customers, engineering, quality assurance, project management and finance).
? Identity and recommend improvements in processes on continuing basis and assist in implementation
? Assist with ongoing implementation of lean initiatives by applying key principles of engineering to new and
existing designs; Apply supplier manufacturing processes knowledge to assess the risk associated with design
changes, product development and supplier improvement initiatives.
? Plan projects and/or supplier manufacturing and/or transport implementation with milestones and
schedules to meet objectives. Monitor and control supplier manufacturing schedule.
? Ensure suppliers are able to meet requirements for performance, quality, cost and delivery of components
and company requirements for supplier certification.
? Coordinate to moderate complexity purchase orders and activities within supply chain, projects,
engineering and suppliers to reduce costs, improve schedule and product quality.
? Serve as a technical liaison between supply chain, projects, quality and engineering during supplier
production management and lead in resolution of issues therein.
? Oversee the validation of manufacturing process feasibilities for incorporation in new product prototypes
to assure that the product/process development manufacturing plan stays on track and prepares for
transportability.
? Assist with identifying cost/process improvement of GNSC process, products and procedures.
? Ensure compliance with nuclear regulatory requirements, operational efficiency and GNSC requirements
when applicable.
Competencies
The successful candidate for this position will possess the following:
? 15 to 20% potential Required Travel
? Bilingual, fluent in verbal and written English and Mandarin Chinese languages. English must be clearly
articulated on conference calls.
? Demonstrated experience with Chinese business culture and practices with particular experience of
Western corporate experience.
? High degree of business acumen.
? Ability to act independently and self‐motivated.in a matrix environment.
? Demonstrated Project Management skills, with experience/exposure to project management tools and
techniques.
? Familiarity with I & C equipment, nuclear plant equipment, engineering, design and demonstrated
knowledge of Supply Chain Management concepts and principles a plus.
? Familiarity with computer monitoring and control suppliers a plus.
? Experience in strategic sourcing and negotiations, to include strategic supplier agreements and contract
terms and conditions.
? Experience with process improvement tools to include Six Sigma tools a plus.
? Proficient in computer operation, Word, Excel, PowerPoint, SAP.
Education
? Bachelor’s degree in engineering, related technical discipline, or equivalent required.
Work Experience
