职位描述：
1. 维护本部门与环保局、质监局、规土局等政府相关部门的联络、沟通；
To maintain communication with government department such as environment protection department, quality supervision bureau, planning and land bureau etc. to coordinate relevant administrative affairs；
2. 办理项目的报批手续和竣工验收手续，包括项目用地手续；
To deal with the project establishment and approval procedure，project completion and acceptance procedure, including project land formalities;
3. 负责项目前期审批期间和后期验收期间工作中的协调和相关的商务和履约；
Be responsible for the relevant coordination, business affairs and agreement fulfillment during construction project approval period and project acceptance period;
4. 办理生产部门各类行政许可事务；
To implement administrative licensing formalities for operation departments；
5. 负责EMS、IRM和EnMS在本部门的执行和落实；
Be responsible for the execution of EMS, IRM and EnMS in the dept.
6. 负责最新法律法规的收集及对公司业务影响的分析和跟踪；
collect the latest legal documents, analyze impaction to JV’s business and trace the actions;
7. 完成各类报表、报告的填写与报送；
To complete various reports and data sheets requested.
8. 完成本部门相关ISO程序的编写；
To complete the compilation of relevant ISO procedure of department.
9. 自觉执行ISO相关程序，填写相应的完整工作记录；
Implement the ISO relevant procedure, and fulfill relevant full job loggings.
10. 认真执行公司的安全制度，发现重大异常情况应及时向上级汇报；
Implement the security system of company, inform to superior if significant abnormal conditions are discovered.
11. 全面了解本岗位所适用的法律法规及本岗位存在的风险（职安健、环境、工业风险），配合HSE工作，负责本岗位工作范围内的安全、环境、工业风险管理；
Fully understand the risks（HS, environmental and industrial）and legal requirements in his position, support jobs in HSE field and take in charge of HS, environmental and industrial risk management under his job scope.
12. 严格遵守并执行中法水务《法务及财务文件审核制度》和《中法水务道德实务指引》 Strictly respect and implement Sino French Water “Policy of Legal and Financial Document Review” and “Sino French Water Ethics in practice”.
13. 完成部门经理委派的其他工作。
Complete the other jobs assigned by dept manager.

任职要求：
学历：本科或以上
Education background: Bachelor degree or above
经验：熟悉工程建设的前期准备和申报过程; 熟悉政府机构
Experiences: familiar with formalities of project early stage, and good understanding of governmental institutions
其它：环境工程类知识/档案管理知识/合同管理知识
Others: environmental engineering, filing and contractual management
