Scope of Role:


- To minimize the risk of financial, regulatory or reputational loss by ensuring that all CB business & Cities’ activities in the country have appropriate arrangements in place to meet the requirements of the Group’s AML/CDD policies and applicable local law and regulations.


Key Responsibilities/Challenges:


Government and Regulatory Relationship Management

- Assists in acting as the interface between the Bank and local regulators, government agencies and law enforcement on AML matters.

- Assists in sharing best practice with the regulator in support of the Regulatory Relationship Plan and in order to position the Bank as ‘thought leaders’ on AML.

- Assists in coordinating AML-related regulatory inspections.


FCR Risk Identification and Policy Setting

- Coordinates on AML-related external and internal risk identification and anticipation of future trends. Works with the business to drive the development of appropriate mitigation strategies.

- Identifies and communicates, across the business, relevant regulatory change – ensures policies and procedures are amended as required.

- Ensures the business has in place, and maintains appropriate AML procedures that are consistent with the requirements of the Group’s policies and local regulatory requirements.

- Evaluates changes to policies and procedures to ensure they are consistent with local law and regulation and reflect standards of ‘best practice’. Where applicable, proposes improvements.


FCR Advice

- Acts as AML expertise, providing regulatory advice and recommendations on AML issues.

- Provides guidance on proper application and interpretation of AML-related laws, regulations and policies applicable to the country.

- Provides advice on the development of appropriate controls for the mitigation of AML risks.

- Proactively engages with stakeholders to steer business practices towards exemplary regulatory governance.


FCR Training

- Establishes and monitors a country-level AML (in particular CB business) Training Plan to ensure the business provides training tailored to the local regulatory environment.

- Assists in the development of an effective internal compliance culture by promoting the benefits of ethical business conduct and the benefits of compliance.

- Maintains a programme to raise staff awareness of AML issues and the obligation to report suspicious transactions.


FCR Compliance Monitoring

- Assists in establishment and coordinating risk-based AML related Compliance Monitoring Plan.

- Performs specialist AML Compliance Reviews in businesses and functions.


FCR Compliance Reporting

- Ensures appropriate AML MI is received and analyzed and that key risks and issues are being reported, escalated and tracked appropriately.

- Prepares regular and accurate AML reports that are escalated to the relevant governance bodies.

- Handles ad hoc AML enquiries and surveys as requested by the regulators from time to time.


FCR Business Partnering

- Assists CMLPO and CB Compliance Head in ensuring that the Bank and its subsidiaries operate in accordance with their legal and regulatory requirements, Group standards, and the Code of Conduct, so as to protect and enhance the reputation of the Bank.

- Uses technical knowledge of all products undertaken in the jurisdiction to work with the business to respond to regulatory questions raised on the business and to keep the local regulator updated on developments in the business.

- Assists in Partners senior business management in the promotion of a culture of compliance with legal, regulatory and related policy requirements.

- Works effectively with business compliance and business MLPOs, ensuring there is absolute clarity on the division of responsibilities.


Qualifications & Skills


- Experience in money laundering investigation, prevention and management at least 5 years.

- Knowledge of money laundering prevention techniques, legal and regulatory requirements in China.

- Understanding the financial services industry along with a working knowledge of major products and practices.

- Project management skills, presentational and relationship management (with internal customers and external contacts)

- Strong inter-personal skills, the ability to analyze complex situations and translate these into concise, objective written reports or presentations.

- Administrative and leadership skills, and work independently but effectively.
