职位描述

JOB PURPOSE
Planning, guiding and co-coordinating procurement operations in Shandong Province under the leadership of Executive Vice President. Ensuring the procurement of goods demand in the range of cost control and meet quality targets.

JOB CONTENT
Develop department annual plan with the guidance of enterprise management plan, lead and supervise the implementation of plan
Cooperate with Human Resources Department to design, optimize the organizational structure, job settings and responsibilities. Work closely with the HR Department for recruitment, business training and communication
Responsible for the arrangement of work within the department to guide the completion of the work and to ensure that the procurement task is completed
Responsible for designing and optimizing the business process and system to ensure that the target meets
To control administrative expenditure within the department
Plan and develop the procurement systems and policies in Shandong region
Plan and revise the procurement system according to the development strategy and business needs of group
To guide subordinates to plan the procurement policies and supervise the execution
Responsible for procurement plans and financial requirement planning in Headquarter of Shandong Region
To guide and audit the procurement plans in operation units
Responsible for the tendering and biding in Headquarter of Shandong Region
To research the procurement needs in different departments and make sure familiar with various supply chains and market changes to ensure the supply and demand
To guide the subordinates to plan and implement the procurement budget
Supervise and participate in the procurement of large quantities of goods and check the implementation of contrac
t.
Supervise and inspect the procurement process and cost control in operation units
To evaluate and manage suppliers and establish the rational procurement process
To guide the assessment and tracking of suppliers and audit the access and phase-out of suppliers
Organize the negotiations with suppliers, especially the negotiation of key suppliers
Responsible for the file documentation of suppliers and category management and supplier information update

KNOWLEDGE & SKILL
Bachelor or above, major in logistics, economics, international trade, management, finance, law and related.
8 years work experience related
