基本职能：负责公司财务运营，包括起草阶段性财务报告，维护财务系统，通过一系列控制和预算来降低风险，提高公司财务业绩报告准确性，确保报告结果遵守公认会计原则和国际财务报告准则。负责现金管理和风险管理。
主要工作职责：
管理
1. 维护有明文规定的会计政策和程序系统。
2. 管理外包功能。
3. 监督会计部门的业务操作，包括设计一份实现部门目标和目的的组织结构图。
事务
1. 确保应付账款及时支付。
2. 确保所有合理的扣减额呈现在应付账款。
3. 确保应收账款及时收齐。
4. 及时办理工资支付。
5. 确保定期完成银行对账。
6. 确保要求的债务支付及时。
7. 维护会计科目表。
8. 保持有序的会计档案系统。
9. 维护控制会计事务的系统。
报表
1. 发布及时并且完整的财务报表。
2. 协调公司年度报告的准备工作。
3. 提供衡量公司运营绩效的标准。
4. 计算和发布财务和操作的指标。
5. 管理生产的年度预算和预测。
6. 计算预算和报告重大审计事项与管理的差异。
7. 提供管理成本报告的系统。
8. 根据需要提供财务分析，特别是关于资本投资、定价决策和合同谈判。
合规
1. 为年度审计协调提供资料给外部审计师。
2. 监控债务水平符合债务契约。
3. 遵守当地、本省和中国的报告要求和纳税申报。
任职资格：中文及英文流利（口语、阅读、写作）；有能力学习公司需出国培训的财务报表；须具有会计或工商管理学士学位，10年以上大中型企业财务管理经验，有外资或美资企业财务管理经验者优先 ，有注册会计师或执业管理会计师资格的候选人优先。
监督：所有财务员工。

Basic Function: accountable for the accounting operations of the company, to include the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the company's reported financial results, and ensure that reported results comply with generally accepted accounting principles or international financial reporting standards.
The scope of the controller position is much larger in a small business, where the position is also responsible for cash management and risk management. In a larger company, these added responsibilities are shifted to a treasurer and chief financial officer, respectively.
Principal Accountabilities:
Management
1. Maintain a documented system of accounting policies and procedures
2. Manage outsourced functions
3. Oversee the operations of the accounting department, including the design of an organizational structure adequate for achieving the department's goals and objectives
Transactions
1. Ensure that accounts payable are paid in a timely manner
2. Ensure that all reasonable discounts are taken on accounts payable
3. Ensure that accounts receivable are collected promptly
4. Process payroll in a timely manner
5. Ensure that periodic bank reconciliations are completed
6. Ensure that required debt payments are made on a timely basis
7. Maintain the chart of accounts
8. Maintain an orderly accounting filing system
9. Maintain a system of controls over accounting transactions
Reporting
1. Issue timely and complete financial statements
2. Coordinate the preparation of the corporate annual report
3. Recommend benchmarks against which to measure the performance of company operations
4. Calculate and issue financial and operating metrics
5. Manage the production of the annual budget and forecasts
6. Calculate variances from the budget and report significant issues to management
7. Provide for a system of management cost reports
8. Provide financial analyses as needed, in particular for capital investments, pricing decisions, and contract negotiations
Compliance
1. Coordinate the provision of information to external auditors for the annual audit
2. Monitor debt levels and compliance with debt covenants
3. Comply with local, provincial, and PRC government reporting requirements and tax filings
Additional Accountabilities:
1. Must be fluent in Chinese and English (verbal, reading and written)
2. Must be able to learn company requirements for financial reporting that will require training abroad.
Desired Qualifications: The controller candidate should have a Bachelor's degree in accounting or business administration, or equivalent business experience and 10+ years of progressively responsible experience for a major company or division of a mid-size to large multi-national or American corporation. Preference will be given to candidates with the Certified Public Accountant or Certified Management Accountant designations.
