Position Summary 职位概述

Main interlocutor with internal stakeholder: project manager, category buyers, global sourcing leader, supplier development, R&D, supply chain, finance, and support functions.

Leader in the management of all strategic sourcing activities related to projects (R&D new products, innovation projects).

Responsible for the development of sourcing strategies in Asia and implementation of such in the BU SF sourcing organisation.

Responsibility for achieving the purchasing objectives within the defined categories and area of responsibility according to the agreed goals and approved budgets in line with the company's overall strategies.

Main Responsibilities 主要职责

Project Manage:

· Preparation and analysis on global / regional RFQ proposals / packages, supplier selection, negotiation and communication with stakeholders in collaboration with the commodity buyers and supplier development engineers.

· Support the establishment and availability of functional specifications with the stakeholders.

· Design and provide project report on a regular basics to relevant teams / organization.

· Ensure purchasing relevant actions are on time, and propose corrective actions plans if gaps, respecting group sourcing process and PDP.

· Reviewing the effectiveness of corrective actions and escalation process if needed.

· Maintain and communicate sourcing planning, master plan, target cost.

· Communicate and distribute key meeting and decision to the project manager and all purchasing functions.

· Plan and check the development plan with the relevant suppliers (related to the project).

· Contract negotiation with selected partner / supplier by respecting purchasing group policies in case of new commodities / functions.

· Leading and influencing sourcing within the addressed category or products.

· Assurance of appropriate sourcing representation in new and ongoing projects.

· Drive strategy and key activities across the different projects for alignment on sourcing strategy development in alignment with Global category leader / Strategy buyer / Supplier development.

· Foster early sourcing involvement with R&D and Supplier development in new product developments and design phases.

· Ensure purchasing relevant actions are on time, on cost and in line with the project scope.

Sourcing Strategy Development:

· Definition and development of a material category management and related sourcing strategies in Asia.

· Building up and providing an appropriate market research system and tool for conducting such market research.

· Evaluate potentials and benefits of localization sourcing.

· Definition of prerequisites for implementation.

· Assurance end-to-end coverage of all business requirements ( cost, price, specification, quality, logistic, law, reliability) are fulfilled.

· Support of Make-or-Buy Decisions.

· Provide suitable market intelligence on global/local market opportunities to Category Teams.

· Definition of potential sourcing criteria for Asia market per category for the whole BU.

· Evaluate potentials and benefits of Best Cost Country and Area (BCCA) sourcing in Asia.

Education and Experience 教育背景及工作经历 :

· Bachelor degree in Engineering or Purchasing.

· 10+ years’ experience in similar position or as industrial project purchaser for an international company.

· Solid project and program management understanding; not limited to project scheduling; includes communication, reporting, project controlling, schedule integration, etc.

· Good understanding of commercial area.

· High English level, can work under global environment.
