1. Understand company philosophy and policy regarding Occupational Health, Safety and Environment.

2. Have a sound knowledge of China Regulatory safety requirements.

3. Thorough knowledge of the Environmental Management System and report on its implementation.

4. Provide input for the HSE procedures update.

5. Develop a working relationship with all employees with the aim of obtaining understanding of others ability to comply with HSE Requirements

6. Be prepared to immediately respond in the event of calls for emergency assistance.

7. Actively participate on Emergency Response Teams

8. Inform the HSE Supervisor immediately of any reportable incident, or notify HSE Manager immediately in the absence of HSE Supervisor.

9. Intervene and advise workers if found committing unsafe acts.

10. Observe work groups for compliance with QMW HSE procedures and Safe Work Procedures.

11. Inspect work areas for unsafe conditions and advise persons responsible for these areas.

12. Observe condition of facility and equipment (cranes, forklifts etc), report deficiencies to relevant Supervisor.

13. If facility or equipment appears in dangerous condition, stop work and inform relevant Supervisor and HSE Supervisor.

14. Maintain accurate records of personal injuries, equipment damage and near miss incidents.

15. Perform incident investigation and produce a timely accurate report in the English language.

16. Following up corrective actions following accidents and inspections.

17. Gather useful information for Tool Box Safety Meetings, newsletters, and Bulletins.

18. Attend Employee HSE Committee Meeting as assigned by HSE Supervisor.

19. Monitor and assist to both HSE department and field line supervision in the implementation of Environmental Management System.

20. Conduct HSE assessments for project and facility, ensure report provided and assist the Area in the facility inspection program.

21. Assume the duties of HSE Supervisor in his/her absence

22. Spend a minimum 50% of time in the field monitoring overall compliance of the Environmental Management System.

23. Attend training, HSE meetings and Project Meetings as and when directed.

24. Maintain a professional attitude and set an example to others.

25. Assist with HSE training as required

26. Evaluate monthly status/performance of the division/project environmental objective and targets.

27. Update and monitor the action tracking system to ensure prioritization, effective follow-up and implementation of actions resulting from inspection, and results

28. Assess compliance in accordance with government, client, Environmental legal requirements and waste requirement.

29. Evaluate implementation of waste minimization program by workforce.

30. Investigate waste recycling opportunities.

31. Coordinate in preparing the 6 month environmental monitoring report.

32. Prepare quarterly Environmental Self Assessment Performance (ESAP) report.

33. Provide coordination between the water producers and waste subcontractor.

34. Arrangement of laboratory visits for monitoring air, wastewater, water and other waste.

35. Prepare environment method statements subject to approval by HSE Manager.

36. Preparation and amendment of Level II & III environmental procedures subject to approval by HSE Manager.

37. Update and maintain the Environmental local Regulation registry and McDermott Wuchuan procedures.

38. Assist in monitoring implementation of pollution prevention measures required by the project, Level II, and client requirements and report deviation to HSE Manger.

39. Provide assistance to Training Department in preparation of training material aimed at protection of environment.

40. Participate in internal and external environmental audits conducted on company, project procedures and client requirements.

41. Participate in health, safety and environmental committees.

42. Provide timely information regarding environmental issue of the division, project regarding findings of internal and external audits.

43. Provide timely coordination regarding implementation of QMW, Project environmental requirements whenever necessary.

44. Conduct regular environmental inspection.

45. Control and maintain the list of Hazardous Material/Waste storage inventory.

46. Control and maintain the spill kits.

47. Provide information on environmental protection awareness for TBSM, HSE newsletter or bulletin issue.

48. Observe for and report any practice in the facility that deviates from environmental regulations and other requirements.

49. Liaise with Governments on environmental matters as directed or required.

50. Other duties as assigned by the HSE Manager or HSE Supervisor

Requirement:

1.Knowledge

- Proficient at Incident Investigation and Audit processes

- Knowledge of Local regulations.

- Maintains a high standard of safe working practice, quality and productivity as well as compliance with the code of business conducts

2.Technical/Work-based Skills

- Proficiency in MSOffice software packages

- English Language skills, both "written and spoken", must be at an acceptable level and show continuous improvement. The levels of acceptability and improvement will be determined by the HSE Manager's best judgment.

- Good presentation skills

4.Experience

- Supervisory experience (any Field) preferred

- 3 to 5 years of experience in Offshore, Construction or other HSE-related industry

5.Qualifications

Degree / diploma or equivalent in HSE related subject
