职位描述：
工作职责：
1. Develop company quality vision, quality strategy and quality system, ensure the effective execution to support and align with company business strategy;
2. Establish and maintain an effective and efficient quality assurance and quality control system to comply with ISO9001 and all the other systems/regulations that company specified;
3. Define appropriate and adequate procedures and measures of quality control and process control to satisfy customers by meeting the quality standards;
4. Establish quality standards for raw materials, in-process products and finished goods, ensure all those materials/FGs are properly proceeded/ inspected/ tested in accordance with the defined quality assurance plan and quality control procedures;
5. Ensure timely resolution of customer complaints, drive all related functions for countermeasures and prevent from recurrence;
6. Interface with R&D team and all the other related functions (Purchasing, Engineering, Manufacturing, etc.) to ensure NPI products are verified and validated in accordance with approved QFD, quality assurance plan and quality standards;
7. Define the guidelines/procedures in handling issues and non-conformances to make sure that problems are acted upon in a timely manner and prevent recurrence;
8. Establish supply quality control system and procedures to ensure we buy the quality components/materials that meet quality standard and comply with REACH/RoHS/PAHs/ATEX regulations and/or any other regulations that specified;
9. Lead SQE team to conduct supplier quality audit with proper involvement from Purchasing, R&D and Engineering team in terms of supplier quality management system, quality control process, manufacturing process capability and production capacity for any potential supplier at NPI cycle;
10. Guide SQE team to develop supplier annual audit plan and conduct supplier surveillance audit to ensure a reliable supply quality; Push suppliers take actions for any supply quality issues and verify the actual result;
11. Provide quality support to suppliers on the resolutions of quality problems to enhance incoming quality performance and develop a reliable and sustainable supply base;
12. Develop testing plan for all the NPI stages, specify and set up testing instrument/devices based on testing plan and ensure the execution;
13. Establish calibration and measurement system and procedures and ensure the execution for all testing/inspection instrument/devices inside the company;
14. Implement Lean principles and drive quality Kaizen for overall quality continuous improvement;
15. Generate quality report and identify/address the existing or potential issues with recommendation on solutions for quality system and/or product quality continuous improvement;
16. Manage the document control within the entire organization to ensure conformance with the requirements defined in the Quality Management System;
17. Educate, train and monitor the performance of quality assurance inspectors and other staffs to ensure they understand quality standard correctly and possess necessary techniques/skills to perform inspection/testing properly and effectively, and ensure the operations comply with established quality procedures and standards;
18. Conduct and provide quality training to all the employees and equip them with necessary quality skill/techniques, i.e. SPC, FMEA, Cpk, 8D-report, etc., to ensure they perform their jobs correctly and effectively;
19. Develop the KPI’s for quality department and ensure it aligns with company KPI’s, measure and monitor quality performance and ensure the accomplishment of all the quality targets defined;
20. Conduct performance appraisal for all the employees within quality department periodically, generate the IDP (Individual Development Plan) for quality staffs and ensure their skills and knowledge are enhanced to meet business current and future needs;
21. Conduct annual budgeting for quality department in terms of headcount, expenses and Capex, getting approval from senior management and monitor the execution;
22. Be responsible for the management of the fixed asset of Quality department, ensure they are all under safe situation and being managed/utilized properly;

任职要求：
1. Bachelor degree or above in engineering science; Expatriate is preferred;
2. 10 years+ working experience with minimum 5 years as quality manager in a fast-paced manufacturing environment for overall quality management;
Experience should include the development of quality vision and quality strategy, establish quality system/procedures to support company strategy and business needs;
3. Hands-on experience on designing a good quality structure to fulfill business needs;
4. Good knowledge on RoHS/REACH/PAHs/ATEX regulations and seasoned in handling RoHS/REACH compliance issues;
5. Good understanding of Lean principle with hands-on experience on quality Kaizen;
6. Thorough understanding on ISO9001, SPC, FMEA, DOE, Cpk and other quality tools;
7. Good knowledge and hands-on experience on NPD processes;
8. Ability to design proper testing plan for products and parts, ability to identify the equipment/instrument and specify the procedures for products/parts testing;
9. Experience and ability on the establishment of a functional quality Lab to meet current and future business needs based on company strategy;
10. Project management skills;
11. Ability to communicate effectively to influence others and gain support to achieve results in a cooperative manner;
12. Ability on decision making -- uses a proactive approach to problems and challenges and is able to react quickly and decisively to critical situations;
13. Effectively organize, prioritize and manage multiple complex assignments, projects and issues simultaneously.
14. Excellent verbal and written communication skills. Work independently and collaboratively; Possess a high level of self-motivation, initiative and innovative problem solving;
15. Data analysis skills and ability of driving actions by the data;
16. Good command of English (oral English is must);
