In late 2009, GE Aviation and AVIC Systems of China announced an agreement to form a new joint venture to develop and market integrated avionics systems for commercial aircraft customers. Announced in mid 2010, this business will be providing avionics systems for China’s first large commercial aircraft, the COMAC C919. Role Summary/Purpose

The JV Learning & Development Manager demonstrates accountability for functional, business, and broad company objectives. In this role you will integrate and develop processes that meet business needs across the organization, manage complex issues within area of expertise, be involved in long-term planning, and contribute to the overall business strategy.

Essential Responsibilities

- Develop and execute learning strategy for the JV. - Build JV Learning & Development processes/systems. - Lead programs and processes aligned with global business needs including identification, development and purchase of training programs and implementation. - Work closely with the business leaders to ensure training meets the needs of the business (process, tooling and methods) to produce highly effective performers. - Conduct business training needs assessments. - Manage programs as assigned (leadership, professional skills, commercial, customer, etc.); determine appropriate courses to deliver (based on needs assessment) and ensure delivery of high quality programs to target audiences; aggressively manage cost and productivity for assigned programs. - Lead internal and external resources responsible for development of curricula, training delivery and organizational change. - Integrate training initiatives across the business. - Serve as consultant on development, adaptation, or assimilation of key education programs. - Provide program management for engineering, technician learning programs and support Project Management training. - Provide support for JV capability building including individual development plan management. - Manage Training facility and readiness to support training needs.

Qualifications/Requirements

- Bachelor’s degree from an accredited university or college.- At least 5 additional years of experience in leadership development, professional / business training, and adult education.- At least 2 years of experience managing large, complex programs and budgets

Desired Characteristics

- Master’s degree or Doctorate is preferred. - Prior experience creating and leading a technical training program.- Strong problem solving and program management skills.- Understanding of contemporary business practices in finance, marketing, engineering, manufacturing, and human resources.- Knowledge of training fundamentals.- Ability to Lead in a matrix environment.- Strong oral and written communication skills.- Strong interpersonal and leadership skills.- Strong presentation and group facilitation skills.- Six Sigma training is preferred.
