Responsibilities:
A.Supervisory/Managerial
1.Plan and complete yearly targets for laboratory according to company policy;
2.Responsible for monitoring overall operation in laboratory;
3.Ensure the efficiency of the laboratory by developing and implementing quality control procedures;
4.Ensure sufficient manpower and resources for the laboratory;
5.Oversee the organizations in the laboratory;
6.Develop budget plans of laboratory and communicate and negotiate with P&L (for laboratory manager);
7.Develop and implement strategies, policies, procedures and practices to optimize the performance of the laboratory;

B.Quality System
1.Ensure the internal document control system is maintained;
2.Ensure the implementation of quality system in daily operation;
3.Follow and ensure implementation of internal procedures and guidelines when performing assigned task;
4.Responsible for the implementation, maintenance and improvement of the laboratory management system in accordance with ISO/IEC 17025 and related requirement by accreditation/certification body(CB, CNAS, DAkkS, HOKLAS, ZLS etc.);
5.Release technical documentation;

C.General Operation / routine Duties
1.Maintain a high quality of work all the times;
2.Ensure safety working instruction is implemented;
3.Ensure housekeeping of the workplace;
4.Review and approve quality assurance program;
5.Ensure the expenses of laboratory is within budget;
6.Ensure laboratory environment fit for operation;
7.Maintain good relationship and effective communication between laboratory and P&L;

D.Laboratory
1.Approve the technical report templates;
2.Review and submit investment proposal of laboratory;
3.Ensure services provided fulfill requirement of P&L;
4.Review and improve current processes of laboratory;
5.Review and improve quality performance of the laboratory;
6.Communicate and implement new programs, test methods and procedures;
7.Handle client complaints and make recommendations to ensure customer satisfaction;
8.Prepare staffing plan of the laboratory;
9.Ensure operational integrity of laboratory;
10.Maintain a professional and safe working system;
11.Communicate closely with management, technical group, and sales & marketing to develop business strategies for sustainable growth and development;
12.Conduct trainings and seminars for internal and external customers(for laboratory manager);
13.Communicate and provide technical support to client;
14.Perform other assigned tasks by Regional Laboratory Manager;

Requirements:
1.Bachelor degree or above in science related subject. Master degree in science is highly preferred;
2.At least 7 years working experience in testing laboratory with minimum 3 years experience in managerial level;
3.Acquainted with testing procedures in at least one of the following fields: (1) footwear/textile testing; (2) food contact articles testing; (3) toys testing; (4) RoHS testing; (5) hardline testing;
4.Good understanding in quality and safety requirements in chemical laboratories;
5.With experience in operating and maintaining at least one of the following instruments: (1)ICP-OES; (2) UV-VIS; (3)GC-MS; (4) HPLC-MS;
6.Familiar with international standard methods, legal requirement and regulation;
7.Familiar with HOKLAS requirements, i.e. ISO 17025 and preferably with an approved signatory for chemical testing;
8.Proficient in spoken and written English and Chinese;
