Key Areas of Responsibility:
1. Lead the development of and provide leadership to achieve site’s environment, health, safety and security (EHSS) policy, goals and objectives with various lab teams and functions at the site in order to ensure / improve overall EHSS performance.
2. Assists Plant Department and Line Managers manager on routine site operations in the area of EHSS.
3. Take the coordination of site EHSS committee, and provide assistance to subcommittees if needed.
4. Manage overall environmental programs to ensure that all aspects of the site hazardous waste and environmental permitting system are in compliance.
5. Assist and coordinate site physical security programs, procedures and contracted security force.
6. Manage HSSE related services. Develops the company’s H&S&E and Security Projects and oversees project contractors/ vendors to ensure timely and on-budget implementation.
7. Recommend and implement programs for improved HSSE performance and encourage interest and participation.
8. Prepare annual EHSS plans and periodic status reports.
9. Provides technical knowledge, guidance, counsel and first line response to requests for assistance.
10. Coordinates safety incident investigations and work closely with function managers to complete thorough investigations, identify root causes and ensure timely corrective actions.
11. Prepares required HSSE reports, analyze behavior-based safety audits, first aid cases, near misses and accidents, to identify trends and opportunities, and make recommendations to improve safety performance.
12. Coordinates and/or conduct compliance HSSE training and ergonomics programs
13. Liaison with external Regulatory agencies & Corporate EHS Operations team as required for implementation of new programs, network meetings and site audits.
14. Provides leadership and administration of site emergency response plan.
15. Assumes responsibility for revising and updating site EHSS Manuals/procedures to maintain current policies with company and Chinese regulatory agencies.
16. Manages overall occupational health programs, and coordinate contract medical providers.
17. Manage and source Industrial Hygiene risk assessment and sampling/ monitoring programs
18. Oversees compliance of site fire suppression, alarm, access control and CCTV systems, assist in ITPM program.
19. Liaison with local fire department and insurance carriers.
20. Tracks spending; prepare forecasts and budgets for all HSSE programs.

Education & Work Experience
1. BS degree or above in Occupational Safety, Environmental Engineering or equivalent engineering or science
2. Min. 5 years experience in similar role
3. Worked as similar role in MNC is preferred

Skills：
1. Fluent in English and native tongue is Mandarin.
2. Good computer skills and experience with Word, Excel and similar software.
3. Excellent oral and written communication skills.
4. Excellent organizational and analytical skills.
5. Must have demonstrated ability to work in teams and handle projects/programs simultaneously.
6. Detail oriented with clear mind; Strong sense of responsibility
7. Ability to work under pressure
