POSITION SUMMRY:
Responsible for developing and implementing a complete human resource program for China.
China HR Manager' responsibilities include organizational and manpower planning, recruiting, employee selection, management and employee development, employee relations, training, salary planning and administration, career planning, performance appraisal, communications, affirmative action/diversity, employee counseling, and safety/EH&S compliance.
Principal Accountabilities:
- Assist China GM and key directors/managers in organization and manpower planning. Maintains Group organization charts.
- Develops a comprehensive manpower plan defining the group's present and future requirements. Develops the portion of the group's strategic and operating plans involving Human Resource issues. Assists in selecting key personnel in coordination with all other operating Groups with China in support of established succession plans.
- Works with managers to attract, develop and retain highly qualified personnel needed to meet the group's objectives.
- In coordination with Headquarters Human Resource Development, implements effective career planning, counseling and training, and professional and technical development.
- Develops and implements employee communications programs needed for the free flow of information and ideas, and to address employee questions and concerns.
- Develops and implements comprehensive employee relation programs. Guides field management in the development and implementation of equitable programs, policies, and procedures to insure compliance to China governments laws and equitable treatment to all employees.
- In coordination with Headquarters Employee Benefits, implements and administers a competitive employee benefits program. Effectively communicates the value of the extensive benefits to employees as a part of their total compensation.
- Develops and encourages a broad range of programs which provide employees and their families with psychological and physiological diversion to support wellness and a family friendly strategy.
- Administers the performance appraisal and merit increase program at the group level.
- Supervises or conducts surveys of wages, salaries and benefits and in making recommendations on changes in compensation and benefit levels. Evaluates positions to ensure that employees compensation level is appropriate to their position's duties and responsibilities.
- Consistent with headquarters Human Resource policies, insures written policy guidelines for headquarters and field employees and conducts periodic audits to insure fair and consistent application at each location.
- Implements and monitors various safety policies and programs to insure compliance with EH&S regulations, headquarters directives, and to control Workers' Compensation costs.
- Develops necessary group staff and guides human resource managers to implement the above.
- Ensures thorough familiarity with policies and procedures relating to standards of business conduct and trains and motivates subordinates in the importance of full compliance with the letter and spirit of such policies and procedures.
- Manage training program to effectively prepare high potential college hires for responsible positions in the field.
