岗位职责
Job Description
- Establish and implement standardize purchase and payment terms in accordance with company objectives and policies.
根据公司的战略目标和政策，建立和实施标准化的采购和付款条款。
- Expand procurement activity among all facilities, maximizing buys targeted at core competencies.
开发新的采购渠道，用核心能力达到最大化的购买目标。
- In close cooperation with Supply Chain department, work to develop and expand supply.
与供应链部门紧密合作，承担和发展供应的工作。
- Reviews requests for quotations and/or requisitions for selected commodity, negotiates orders on basis of quality, service and price.
审核报价和请购申请，并与供应商进行有关质量、服务和价格的谈判。
- Establishing/maintaining business processes to ensure appropriate technical application to meet customer requirements.
建立并维护业务流程来确保其应用能达到公司内部客户的要求。
- Development of new processes/technologies for application to access control products.
发展新的流程或技术，运用到权限控制的商品采购。
- Investigates the possibility of improving quality without price increase or substituting a lower cost item
研究在不提高价格的基础上提升产品的质量或降低成本的可能性。
- Work with plant logistics, Financial Administrators to cut material movement costs
和工厂物流、财务部门一起工作，降低原材料的运输和周转费用。
- Promote and conduct all purchasing practices in a professional manner and ensure that all business is conducted in an ethical manner and in compliance with company ethics policy.
运用专业的方法，加强对所有的采购行为的管理，来确保所管理的业务行为是符合公司的行为规范和价值观的。
- Work with the quality and supplier development groups to manage required actions regarding poor performing and troubled suppliers.
与有关部门和供应商一起联合起来，对表现差和有问题的供应商的采取必需的行动来进行管理。
- Manage, develop and set performance goals for all purchasing team
管理，发展和设定整个采购部门业绩目标。
- Promote and practice within the purchasing function and company the “best practices” in the industry by continually reviewing and improving policies and procedures.

任职资格/教育背景要求：
Job Qualifications/Educational Requirements
1. Bachelor's degree in Electrical or Mechanics engineering
本科以上学历，电气类、机械类或相关工程专业
2. 10 years purchasing experience with at least 5 years in the industry
10年以上的采购工作经验，至少5年是在工业行业的采购。
3. Broad knowledge of commodities & manufacturing processes
有丰富的商品和生产制造过程的知识。
4. 5 year Experience on purchasing & logistics management，good at supplier optimization and cost down
有5年的采购和物流的管理经验，擅长于供应优化和成本降低。
5. Strong leadership skills required with a proven ability to lead the team successfully
具有卓越的领导力带领团队取胜。
6. Strong ethical principles
具有诚信的素质。
7. Good English in oral and written
