Reporting To: Manager, Learning and Organization Development, Asia
OVERALL JOB RESPONSIBILTY:
To develop, implement, assess and maintain a series of Learning and Development (L&D) programs to ensure company provides appropriate L&D opportunities to enhance and nurture the careers of its employees and develop future leaders. The programs should be sufficient to build a talent pool to meet the needs of the business now and in the future. To work specifically as an extension of the Asia L&D team in ensuring L&D initiatives are attended to and practised within country.
KEY DUTIES:
Plan and Develop Learning and Development Initiatives/Strategies
Support Asia Learning and Organization Development Manager to drive company's learning and development policies and procedures and ensures its effective implementation. Periodically review and update necessary training systems and procedures with respect to QS9000 standards/requirements where required at Country / Plant level.
Work with Country Business Leaders and Country HR in identifying, formulating and compiling the L&D plan and calendar for employees and leadership development within country. This includes conducting Learning Needs Analysis (LNA), align to Asia and Country HR strategies. Communicate with Country Business Leaders and Country HR with regard to proposed L&D interventions.
Responsible for scoping and developing the most appropriate intervention and delivery model of employee and leadership development within country, with alignment to Global and Asia structure. Contextualize to meet business needs by adapting existing curriculum with business-specific examples, activities and tone. Provide advisory in the selection of internal trainers / local providers and the development of learning contents.
Publicise and update L&D Calendar and rollout L&D interventions.
Act as internal consultant to Country HR team on learning and organization capability subject matters.
Learning and Development
Responsible for new employee orientation program and onboarding process of senior leaders.
Drive and manage the development of a range of L&D and elearning programs and facilitate learning transfer at workplace with supportive interventions such as job aids, toolkits, etc.
Support Country Business Leaders in developing and upskilling competencies of employees by continually evaluating developmental needs based on job requirements and performance gaps that can be addressed through learning.
Work closely with Country Business Leaders to support career development of their employees and play a key role in institutionalizing it within country.
Engage and manage internal trainers and external providers so they provide company with most effective country "Company specific" programs within set budgets and time frames.
Assess and audit delivery quality of internal trainers and local providers and communicate areas of improvement as needed.
Foster the development of training and facilitation skills to internal trainers (e.g. Train-The-Trainers) so they take ownership and responsibility for the quality of their content. Certify line managers to deliver core programs and increase their ability to transfer learning.
Maintain accurate record of company learning history via monthly learning report and provide quarterly learning updates.
Responsible for evaluation of learning effectiveness of all L&D programs across all levels of employee learning. Facilitate knowledge transfer and behavior change to align with development goals and achieve learning objectives. Reinforce development learnings through follow-up learning activities. Conduct quarterly review of the development plan with Country Business Leaders and measure success against metrics / learning objectives.
Performs other L&D related projects that may be assigned from time to time.
Learning and Development Budget
Manage L&D programs with the pre-determined budget and costs distribution.
Drive cost-efficiency via the engagement of internal Train-The-Trainer programs.
Responsible for monthly reporting on actual against budget, provide up to date monthly / quarterly forecasts and solutions to rectify issues.
Leadership Development
Work in close partnership with Asia Learning and Organization Development Manager to implement leadership development initiatives in Asia. The work involves co-ordinating for nomination, selection process, pre-workshop learning exercise or assessment, planning and managing the events by working with external providers such as hotel, consultant and follow-up with participants for pre- and post-learning reports / interventions.
Talent Management and Development
Support Asia Learning and Organization Development Manager in talent management work, i.e. Leadership Reviews. Maintain a database of country leadership and talent profiles and individual development plans. Coordinate talent development initiatives such as mentoring program, secondment program.
Follow up on career dialogue for Hi-Potentials along with Country Business Leaders. Drive and monitor actions from the individual development plans.
Track and analyse talent management metrics.
Organization Development
Support HR in organization-wide organization development (OD) programs / interventions such as Employee Satisfaction Survey, create awareness and reinforce Company values, recognition programs, cross-cultural assimilation and other programs to drive employee engagement and enable culture/work environment.
Knowledge Sharing
Learn, adopt and contribute to company worldwide / Asia best practices for Learning and Development.
Develop and own the L&D related pages on the intranet using this as a key communication tool to build a learning community across company population.
Develop and implement employee communication projects such as newsletter and other internal communication channels.
REQUIREMENTS:
Tertiary degree in Human Resources, or other business studies.
Minimum 5 years of learning and development experience in sizeable multinational companies.
Ability to think and operate strategically, good business acumen.
Detailed knowledge of adult education requirements with a strong ability to influence and lead in a L&D intervention.
Strong program management experience (i.e. planning, organizational skills, and ability to manage multiple projects/task, evaluation and tracking skills).
Strong training and facilitation skills, supported by exemplary presentation and communication capabilities as well as developed consulting abilities.
Proven track record in training needs analysis, soft-skills training, leadership development and career development.
Has tenacity and the ability to prioritise tasks.
Hands on, self-motivated, energetic, teamwork, trustworthy, influencing skill and communication skill.
Ability to communicate and develop relationships across all levels of an organization and cross culturally.
Comfortable with the application of technology for learning solutions.
Proficiency in English a must, in written and spoken.
Strong Microsoft office skill
