Job Title: Development Director
Department: Commercialization
Location: GSO (福建莆田)
Report to: Commercialization Senior Director
Job Summary:
The Development Director manages TOMS' China development teams and is an integral manager of the overall development process across all product categories. Working closely with the US based Product Team and TOMS’ strategic business partners’ Development Centers, develop products that meet specifications while ensuring on-time delivery of samples (Giving and retail) without affecting the product integrity. The candidate is skilled in but not limited to advanced value engineering, understanding and adherence of a product development calendar, knowledgeable in various materials/lasts/molds/lab testing protocols, and other attributes as described in this document to effectively execute the products speed to market initiative and support the overall global sourcing strategy.
Essential Functions Working closely with the US Product Team, manage all China product development centers to achieve targeted performance, cost, and quality of prototypes and sales samples
? Maintain, update, and implement TOMS’ Development SOPs (Standard Operating Procedures) with internal teams and external development partners
? Monitor the performance of the development partners to ensure that all delivery dates are correct and achieved with specified cost, quality and performance.
? Establishes and conducts daily, weekly, monthly and quarterly performance management of all development centers as well as conducting regular meetings with the US design teams
? Partners with key stakeholders to resolve development, technical, and quality inquiries to drive overall improvements to TOMS’ developed products
? Maintain, update, modify, and communicate vendor scorecard for all development centers
? Supports the development of the global Corporate Social Responsibility (CSR) strategy by ensuring its implementation and maintenance with all development centers
Support product pre-production/commercialization helping to ensure finished product achieve specified cost, quality, manufacturability and performance targets.
? Work with commercialization teams to ensure overall manufacturability and cost of finished goods are embedded in the products during product development phases
? Assist pre-production teams in rapidly resolving issues as they arise in pre-production and production
? Support pre-production teams in achieving targeted milestones
Optimizes and develop as needed best practices across all product types to achieve target goals for the development teams
? Apply strategic value engineering to ensure and manage target cost for prototypes to sales samples are met
? Develops, maintains, updates, and deploys TOMS’ Development SOPs that are integrated with internal and external stakeholders, including other departments, suppliers, and customers
? Continuously seek innovative technology to improve/develop new products
? Ensures smooth transition of data/product from development to pre-production teams
? Proactively develops, manages, execute, and communicate implementation plans to reduce product risk at the development stages to all related parties
? Provides progressive development methodologies to increase efficiency, reduce waste, and continuously improve quality and results
? Travels both domestically and internationally as needed to review and resolve product development inquiries
Manage Development Centers and ensure capabilities are aligned with TOMS’ product pla n
? Ensures Development Centers have capability and capacity to build required prototype and sales samples.
? Create and maintain Development Center strategy connected to overall sourcing strategy and Product roadmap
? Assess and evaluate Partner Development Center capabilities against TOMS’s requirements. Build and implement improvement plans
? Work with Sourcing team to build Development scorecard and quarterly evaluate suppliers versus scorecard. Review quarterly with suppliers.
Leads China Development Team to achieve best in class results and provide global product development support
? Oversees all functions of China product development teams, including, but not limited to technical, development budget, recruiting, and other operations essential to the success of the development teams
? Recruit, train and coach a best-in-class development team
? Assists in coaching and training key talent, both on an individual and team basis
? Builds and maintains a positive, collaborative relationship between other TOMS’ departments, external partners, and customers as needed
? Supports global sourcing initiatives by implementing management initiatives and leading development teams to establish best governance practices, enhance product quality, improve productivity and yields, develop core processes and controls, improve costs, improve delivery and reliability, and build overall development operational capabilities

? All other duties as assigned accordingly
Essential Skills
? Advanced experience preferably in development, commercialization, and or manufacture of footwear, apparel, or accessories with leading multinational companies
? Solid track record of building world class multi-nationals development teams with best-in-class practices for speed to market and production ready products
? Relevant experience in lean manufacturing, Six Sigma, or similar discipline would be an advantage
? Leadership and ability to achieve aggressive company goals and highest standards
? Proven ability to build enduring professional relationships with local suppliers and partners
? Undisputed integrity, personal, and business ethics; ability to build trust and respect with different stakeholder groups
? Significant exposure to Asia/China with strong cultural sensitivity and awareness
? Well organized and structured to meet all timelines as agreed
? Ability to work in a lean, fast-paced/changing environment, highly collaborative, multi-national teams, and must be comfortable with and embrace consensus decision-making
? Strong oral and written communication skills with other internal team members and external partners
? Strong in MS Word, PowerPoint, Access, and PLM/SAP experience
? Fluent in English and Mandarin
Qualifications:
? Minimum of 10 years of footwear-specific development experience
? Minimum of 5 years of management experience in China with multi-national staff
? Minimum 1 year experience in product development outside of footwear is a plus
? B.A./B.S. degree in Engineering/Quantitative majors preferred
? Master’s degree preferred
Special Requirements:
? Expect approximately 25-30% travel required
