职位描述：
Citi China is seeking an experienced and accomplished technology individual, who will energize a group of seasoned technology professionals, and lead them through engagements with APAC / Global Technology teams. The leader should have a strong track record of cultivating business relationships and developing effective teams, people managing experience and strong technology knowledge, especially technology development is important. Writing and communication skills are essential. As we continue to evolve through innovation and sophistication in technology, the ability to manage changes, and drive continuous improvement is important.

Job Responsibilities:
Responsible for development and implementing transformational strategic plan including building an IT organization to create business values and key capabilities to enable an effective IT operations and other business solutions
Build an IT organization that create business values through innovative use of technology to support and realize the company overall business strategy, support both ICG，GCG，and GFTS
Create a cost efficient and consistent IT environment to support business growth through consolidation, shared services and company standards and best practices to improve speed to market and adaptability of IT services and solution
Optimize IT investment by leveraging global/regional/cluster platform and expertise, and removal of duplication of resources and efforts
Leads a team of 30 IT staffs supporting 3000 users locally, responsible for effective IT operations for Retail and corporate banking business solutions
Deliver multiple projects delivery within strict timelines and budget
Manage relationship with in-country business and regional development teams to deliver end-to-end solution in support of country and regional initiated projects
Manage local applications deployment, increase the quality of deployment and reduce the Incident Reporting Issues
Manage Rainbow implementation for both Banking and Card
Maintain good senior contact with regulators
Proactively manage all requests from regulators to ensure all timeline are met.
Responsible to ensure a strong IT governance as per Regulator’s guidelines
Ensure full compliance with IT outsourcing management guidelines (internal and regulators).
Provide strong oversight on China data center production site (SH), COB site (BJ), network hub (GZ)
Chair the ITRM committee
Provide board meeting materials include but not restricted to IT three years strategic plan
Ensure a strong control culture with performance goals that ae in line with the country management: Acceptable IA rating, IBAM ratio, MCA, iCaps, eDCFC, COB
Improve the CBRC IT rating from the current C3 in 2015 to at least C1
Build bench strength and provide sufficient training to all staff
Work with GCG business to push and implement all digital initiatives
Trusted partners of front office
Together with CRS and CTI, ensure the data center and network hub are built and maintained as per CBRC standards

Requirements:
Minimum 15 years in technology role
More than 10 years of managing people and leading teams
Knowledge of IT Governance, architecture, program management, and software development life cycle
Strong hands-on experience of managing teams and project delivery
A good understanding of banking operations or products preferred
Excellent analytical ability to understand complex and diverse issue, identify root cause and recommend solutions
Team Player
Strong client management experience
Strong Communication and People Development Skills
Strong cost discipline and good knowledge with the budget and MIS process 举报 分享
