职位描述
Principal Accountabilities
1. Identify local priorities, bearing in mind the association with regional requirements to address learning and knowledge gaps and improve performance.
2. Develop performance improvement interventions using Enterprise Learning Process (ELP) after diagnosing performance issues and root causes in consultation with regional VPs and learning teams, line managers, and Air Products University College Leads'.
2a. Ensure people skills requirements identified during ELP are feedback to People College.
3. Develop action plan to deploy performance interventions as outlined on 1 & 2 above, working with appropriate teams across Air Products and the LDDI CoE. Anticipate and respond to evolving requirements for programs and services focused on driving performance improvements throughout the regions.
4. Guide College Leads in the design of appropriate learning approaches to meet business requirements. This includes partnering with global Learning Management Systems and Learning Technology teams.
5. Enable the process by which China businesses and functions can report their hard and soft benefits, realized through the use of new learning approaches.
6. Ensure solution designers integrate diversity and inclusion principles in their programs.
7. Work with college Leads to prioritize and execute all learning projects as an enterprise portfolio for China businesses and functions, and localize solutions where appropriate.
7a. support People College in identifying China resources and vendors related to People College program offerings eg Management and Leadership programs, Diversity Education, Cultural orientation etc.
8. Provide consultation to managers on workforce performance improvement based on organizational learning, competencies, or learning systems management, in close collaboration with HR partners.
9. Track and manage the expenditure within budget for development and delivery.
10. Submit reports on the financial and learning effectiveness performance of Air Products University to the Air Products University Governance Board and learning leaders.
11. Ensure learning and KM continuous improvement events are executed so that the China businesses and functions can realize their KPIs.
12. Partner with E & M to ensure that the sourcing of external partners are cost effective across the enterprise in China.
Job Requirements
The job holder should have at least a degree, with post graduate qualifications in Learning and KM. Job holder must have a minimum of 5 years of learning and KM deployment experience, preferably in a global organization. Business experience and demonstrated business acumen, and an ability to analyze business performance problems are important experiences.
This position requires the job holder to have/ be:
? Knowledge of individual and organizational needs assessment, training, cultural awareness, instructional design and development, leadership development and organizational development theories, techniques and principles.
? Partnering expertise - effective in educating and influencing others, building consensus in a number of contexts, and working with others to accomplish objectives.
? A good understanding of Air Products' varied approaches to training, learning, knowledge management, information technology, continuous improvement, organizational dynamics, and the principles detailed in "Air Products Vision & Values."
? Experience with the training and learning groups within the company to be able to quickly identify opportunities and maintain awareness of external resources in learning and development.
? Knowledge of learning principles such as adult learning, performance improvement, instructional design, curriculum management, learning delivery channels, collaboration, idea management, and best practice transfer.

? Strong assessment and evaluation skills to select appropriate solutions (both formal & informal methods)
? Strong grasps of adult learning principles
? Knowledge of curricular blueprinting and learning technology systems/ web 2.0
? Strong project management and change management skills
? Good general business acumen and knowledge of the business
? Good analytical skills on learning data and metrics
? Strong relationship building skills to influence, negotiate and manage expectations
? Strong communication skills with ability to communicate comfortably
? Fluent in the English and Chinese Languages
? Strong interpersonal skills, organization and trouble shooting skills
? Skilled in identifying improvement opportunities in current processes
? Proven ability to work in teams (both virtual and non virtual)
