Job Output:
? The effective direction and leadership of engineering and maintenance operations and personnel within a high performance team organization --- the Wujiang Plant by aiming the general plant objectives of safety, quality, downtime reduction, service and cost reduction. The management of capital and maintenance budgets, and related period expense budget items. The co-ordination of staff support personnel directed at safety and environment audit, process improvement, cost reduction, organization development and customer satisfaction.
Key Process (Ownership/Participation):
? Manages the engineering and maintenance functions in support of safety, quality and production operations.
? Implements and follows safety system and processes in the maintenance organization.
? Complies with EH&S requirements.
? Leads engineering and maintenance organization development strategies; both personnel and department integration.
? Evaluates the investment on plant facilities upgrading and alteration.
? Develops long-term strategies for continued improvement on engineering and maintenance service systems.
? Develops capital budgets; manages, measures and reports capital spending.
? Manages maintenance labor, overtime, materials and outside services - including selection and use.
? Administers the compliance of the company polices throughout the department.
? Provides the opportunities to meet the training needs of the department.
? Implements, uses and improves maintenance system(s).
? Implements and executes a preventive maintenance system
Organizational Relationships:
? Receives general guidance from the Plant Manager.
? Provides leadership and guidance to the engineering and maintenance organization; approximately 21 persons - process, mechanical, electrical engineers, process technicians, maintenance supervisors, mechanics, electricians, and facility/utility technicians. Collaborates with Production management/supervision and engineers to ensure maintenance resources are being utilized effectively for plant operation, specificall downtime planning and execution.
? Provides for and promotes regular communications between all areas and teams within the organization; continually provides for assessment and feedback of team member performance.

? Equipment and parts suppliers.
? Outside contractors.
?Local bureaus and authorities.

? Safety and 5S performance.

? Maintenance expenses within budget.
?Downtime reduction through improved maintenance, and equipment reliability and capability
?Maintenance storeroom inventory value and turn ratios.
? Capital projects and maintenance completed on time.
? People's development practices.
? Integration with other departments.
Education & Work Experience:
?Bachelor's Degree major in Science and Engineering, Master Degree is preferred.
? More than 10 years working experiences in foreign investment enterprises, with more than 5 years management experiences in manufacturing environment, tracked successful project management experience.
? Experienced in process improvement.
? Familiar with Chinese Safety requirements and regulations
? Very good English skill both in writing and speaking.
? Have exposure of interaction with headquarters in foreign countries, US or Europe.
? Good people/team management skill.
Specialized Knowledge & Skills:
? A proficient CAD user
?Be familiar with project management tools such as Microsoft project
