Job Title: HR Specialist (temp replace. of HR Supv)
Reports to: Site HR Manager
Function: HR Department


The Challenge
To assist HR Manager in implementing company and site HR strategy and instruments, related to the business strategy and compliant with DSM HR requirements and local laws and regulations, in order to create an environment in which employees are capable and motivated to fulfill present and future jobs.

Market characteristics ad dynamics
o With the establishment of BU headquarter and BU global innovation center at the site, DZK site will become the strategic site for DSM Hydrocolloids, DZK Site will no longer be a purely manufacturing site any more, hence to keep the site to the high standard is crucial, and keep the competence of site talents should be enhanced to high level.
o With the reforming and opening of China, more and more foreign invested companies have entered into the Chinese market; fast growth of local companies, performing on an international stage is demanding a new set of skills and providing significant cultural challenges; therefore, being in China is no longer a competitive advantage of multinational companies. China market is now in great demand of blue collar workforce, and it’s a big challenge for recruitment.

Technical characteristics ad dynamics
o To take the market challenges needs a strategic approach to maintain highly engaged and motivated workforce so as to support Site development, to build strong relationships with customers and to provide a vision for the related business’ future. Thus, a well implementation of retention policy and people development with an overall training system becomes a sound foundation for the company’s development.

Organisational characteristics ad dynamics
o Employee motivation & engagement, acquisition and retention of talent, talented management and management skills, organisational culture, form the factors to greatly impact on the business’ ability to succeed.

External & Internal Network
o External Network:
o All necessary authorities related to labor and social security / individual income taxation and other Local government; HR service agencies / Hunting agencies; Consultant Companies; NGA/GHOS/FESCO Adecco etc.
o Internal Network:
o DSM China headquarters, Other DSM Ventures

SHE:
o Comply with the DSM and National SHE & security policy, Active participation all security trainings to gain knowledge and improve awareness. Following the requirements and report if not clear. Report unsecure situations and security incidents.

Quality:
o Attend Quality training actively, to ensure the operation procedure conform to the requirements.

Payroll Related:
o collect monthly attendance data and provide other payroll items for NGA/GHOS
o calculate monthly incentive
o double check payroll data

On-boarding & De-boarding Process:
o check the engagement or exit process and prepare or gain back the staff card
o collect the attendance data and sign the last pay for exit staff
o prepare labor contract or issue employment termination certification and prepare on-boarding deck or collect back the employee handbook
o Conduct exit interview as needed

Training:
o Training compass: be responsible for data creation, updates and maintenance of the Training Compass system and training documentation
o make sure the yearly training plan is properly implemented and followed up on a monthly basis, including the internal compliance training, special worker certificates and other professional trainings
o Conduct training effectiveness analysis and roll out training report based on needs
o Organize orientation program for all new employees as needed

Recruitment:
o According to the development needs of business in DZK site, be responsible for some recruitments after making good communication with managers in recruitment channel and detail requirements for new comer, including post the job notice, make tele-interview, arrange face to face site interview , coordinate pre-employment medical check.

Monthly Report, including but limited to:
o Monthly highlights & lowlights
o FTE report, including updated name listing of employees
o Triple-P report as per required by DSM
o Monthly training report
o Monthly turnover report
o Sick leave rate & KPI report

Others:
o Maintain personnel archiving complete and up to date such as employee personal data form, Job Description, PDR, health check report, etc.
o Provide required certifications related to HR with company or HR chops for staffs
o other tasks or projects assigned by HR Manager


The Ideal
Educational level 教育水平
o Bachelor degree or above or equivalent experience in social sciences / law / psychology / economics / business administration. and some functional training courses related to HR. 本科及以上学历,社会学/法学/心理学/经济学/企业管理或其它人力资源相关的职业培训

Computer Skill: 计算机技能
o Be familiar with Word, Excel, PPT. 熟悉 Word, Excel, PPT.

Special Skill 特别技能
o Good Command of English skills良好的英语口语和写作能力

Managerial and social knowledge 管理和社会知识
o Good communication and social skills 良好的沟通和社交技能
o People management skills 人员管理技能
o Knowledge of and experience in a broad field of HRM disciplines: 3 years 三年以上的全面人力资源管理工作经验,熟悉人力资源各个模块的运作
o A team player with good interpersonal skills
