Working Location: Ningbo

Job Outline
Reporting to the Acting Director of HR Office, the main responsibility of the Deputy Director will to assist in the day to day management and strategic leadership of the Office, with a particular focus on visa service and benefits administration, HR project, strategy and policy development.

Qualifications
Essential
- Master degree in HR, Business, Management, or other related discipline;
- Good command of both English and Chinese;
- Proficient computer skills (e.g. Microsoft Office) and in depth knowledge of data processing and analysis;
- Strong communications and interpersonal skills;
- Advanced analytical and problem solving skills;
- Strong organizational skills;
- At least 5 years of experience in HR with highly specialist knowledge of a wide range of functions;
- Experience in a management or team leader role;
- Experience of working in an international company is a must;
- Knowledge of labour law;
- Proven leadership qualities and the ability to take a high level of strategic view of HR issues;
- Ability to perform under pressure and meet tight deadlines;
- Ability to maintain confidentiality;
- Ability to drive change;
- Ability to work both independently and within a team;
- Accurate and attentive to detail;
- Highly organised and methodical;
- Responsible and trustworthy;
- Service minded;
- A desire to work in Higher Education sector;
- Strong interest in HR area.
Desirable
- Overseas study experience
- Master degree in HR, Business, Management, or other related discipline;
- Strong Negotiation Skills;
- Knowledge and experience of using HRM system, e.g. PeopleSoft.

Main Duties and Responsibilities
- Provide leadership to the Visa and Benefits Service Team; responsible for managing, resourcing and allocating workload to ensure the successful completion of all tasks;
- Define the overall objectives of the team and to develop and implement the strategies and plans for successful achievements;
- Deliver high quality and cost effective services which meet relevant standards and which fulfil the University’s strategic and operational needs;
- Proactively gather knowledge of best practice and new initiatives from the external market and propose and implement new processes/policies;
- Foster and develop close working relationships with external agencies/organisations, e.g. agents, insurance brokers, governmental departments, and etc.;
- Measure staff satisfaction and develop action plan to mitigate any operational risks or to resolve escalated issues;
- Serve as an expert consultant and advisor to senior management, departmental managers, supervisors, and employees with the ability to independently and collaboratively solve difficult and complex human resources problems and/or issues;
- Responsible for talent projects, awards and etc.;
- Keep up to date with relevant government laws, regulations and policies;
- Prepare and present reports for management review;
- Assist in the preparation and administration of HR budget;
- Assist in the development and implementation of HR strategy, projects, policies and processes;
- Provide support to the implementation and maintenance of HRMS;
- Attend HR related seminars and conferences;
- Deputise for the Acting Director of Human Resources Office, internally and externally, as required;
- Work closely with other HR teams and support other HR teams where necessary;
- Participate in training and staff development events as trainer or trainee as appropriate;
- Maintain appropriate professional development, expertise and awareness;
- Undertake other tasks and responsibilities as may reasonably be required.

The post holder may also need to undertake general office duties as required and any other duties appropriate to the grade and role of the post.
