职位描述:
Purpose of the position
1.Implement, maintain and improve Quality standards at country level
2.Lead the internal and external audit processes by proper resource allocation and coordination to ensure continuous improvement of the QHSE Management System.
Key Tasks
? Assess the results from process improvement work on operational performance, where possible identify re-useable ideas and improvements and ensuring that these are adopted as best practice within the Country;
? Periodically assume responsibility for Quality related projects that have a global as well as Country remit;
? Develop a high performing service and quality culture within the functional department at, Country and Business Unit level;
Internal and External Audits
? Plan and coordinate internal and external audits at country level according to ISO norms, Panalpina guidelines and GDP standards
? Support and participate in Subcontractor Audits according to the yearly planning.
? Review external audit reports centrally including data reporting to Corporate and follow up with the entities to ensure corrective actions are implemented according to agreed deadlines
? Consolidate the findings form all internal and external audits and present the main issues to the Country Head of QHSE
? Identify recurring topics from audits for improvement and manage coordinated initiatives to address the root causes;
Quality Assurance: IMS
? Ensure the proper maintenance & administration of Country IMS, including review & alignment of local (BU) processes, SOPs & forms to ensure their readiness, updating and maximum level of country-wide standardization.
? Communicate and coordinate with products/functions (i.e. content owner) to ensure they maintain their respective areas of responsibility in the IMS Manual, and to provide the technical support to update the manual where necessary.
? Ensure the proper review of Corporate IMS updates to ensure they can be / will be integrated within country IMS.
? Provide coaching and training where required to other departments so that they are able to administer their respective areas of the IMS independently;
? Ensure the right training material is in place to support the understanding and usage of IMS
GDP
? Support the implementation of the key industry certifications such as SQAS, GDP;
? Maintain all the key certifications for Panalpina China such as ISO, SQAS, GDP and provide relevant trainings to internal stakeholders as required
? Fulfills Role of Responsible Person (RP) for GDP related topics in accordance with GDP guidelines where applicable and as per ‘PAC-DOC-322 Role Description Responsible Person (RP)’;
Decision Making Authority
? Within the defined areas of responsibility
? Provide recommendations to the Country management in regards to setup, structure, procedures, required capacities, etc for the particular projects
? Approve HC (Healthcare) Quality Agreements, HC Customer Master SOPs, HC Customer Lane SOPs according GDP (Good Distribution Practice) guidelines.
? Approve any HC processes and SOPs according GDP guidelines.
Function / Market & Industry Knowledge / Business Acumen / Process working
? Knowledge of process engineering and improvement methodologies (i.e. Lean, Six Sigma)
? Knowledge of ISO and OHSAS norms
? Knowledge of GDP guidelines where applicable
? Knowledge of Internal Auditing
? Knowledge of project management methodologies
? Knowledge of freight forwarding / logistics / supply chain management
? Knowledge of Panalpina’s IMS (Integrated Management System)
? Knowledge of QHSE standards and latest trends
Skills & Competencies
? Organizational skills (prioritize, plan, assign and control)
? Ability to manage cross-functional and cross-area interfaces
? Execute and apply leadership and management according the Panalpina Leadership competency model

Educational background / Work experience
? Work experience in Quality, Health, Safety and Environment (minimum 2-3 years)
? Trained on GDP guidelines
? Education in project management, continuous improvement methods and ISO /OSHAS
standards
? Industry experience (minimum 1 year)
? Minimum bachelor degree or higher educational background
? Lead/Internal Auditor certified
Language skills
? Native Chinese, Fluent in English (written and spoken). Additional languages are welcome
Computer Literacy
? MS Office skills
? Good knowledge regarding PA IT systems
