主要职责：
1． 组织供方考察、评估、建立供方资源库，并定期维护
2、 负责项目所涉及材料设备的日常研究工作
3、 负责指定公司招标策略，建立并完善招标管理制度
4、 组织建立并完善公司的合约规划体系
5、 组织建立并完善公司招标文件标准化体系
6、 负责战略供方的招标采购管理
7、 负责战略供方的日常管理
8、 负责收集、整理和分析各类项目的建安成本信息，建立并持续更新成本数据库，并负责指定成本标准
9、 组织项目目标成本测算，组织确定责任成本并分解
10、 负责监控、考核责任成本实施过程
11、 负责工程结算资料的审核
12、 负责项目完工后的建安成本信息整理和分析，编制项目建安成本后评估报告，并指定建安成本改进措施，落实改进责任。
13、 负责本部门制度建设及计划管理。
14、 负责组织部门内的培训工作。
15、 负责落实本部门及区域、地产公司成本线绩效考核工作。。
任职要求：
1、 工民建、造价相关专业本科以上学历，中级以上职称，持注册造价师证书；
2、 具有十年以上工作经验，五年以上集团型企业的全成本管理经验。经验。
