District Assistant HR Manager for Shenzhen, Guangzhou, Xiamen, Zhongshan & Macau

Purpose of the position


To be fully responsible for the HR function under South China Region, including but not limited to HR policy and process set-up and maintenance, staffing & retention, compensation & benefit, training and staff development, performance management, etc.
To support the area management and business unites to perform HR procurement & to provide recommendation and improvement in order to achieve effective and efficient HR management system

Key Tasks
To be in charge of the day-to-day operations of the HR department and to supervise and coach the subordinates to fulfill HR duties
Assist in the development of and facilitate the new hire orientation/group orientation training programs, assist as directed in the development, presentation and evaluation of internal training programs.
Participate in the development/design of job descriptions. Maintain an update system and communication vehicle.
Prepare periodically reports, HR Metrics, exit interview report, training needs analysis, PEAR analysis, etc. Conduct exit interviews for departing employees for employee relations evaluation purposes, identify issues and concerns and make recommendation for improvement/resolution to the Head of HR.
Advise and counsel District Head of HR South China on employee climate and morale.
Perform a variety of duties related to permanent and part-time employmentincluding but not limited to screening interviews, reference checking, test administration, composition and placement of advertisement, communicating written and verbal job offers, composing and posting job openings internally.
Oversee the mailing of courtesy letters to those applicants who have attended interviews.
Assist Business Function in the hiring of positions below managerial grade and temporaries. Maintain records and reports.
Assist in assuring compliance with the procedures developed for the Company's policies:
develop & maintain employee handbook, provide communication vehicles regarding policies, special program (such as Tax Efficient Policy), participate in development & revision of policies.
Keep abreast on changes of HR related legislation and updates of respective offices, e.g. employment ordinance, taxation legislation, etc. Keep knowledgeable of all employment and labor related laws and provide advice to managers and District Head of HR South China
Responsible for general correspondence, employment visa process & documentation, employment contracts, reference letters, warning letters, etc. and maintain a system to file and update records.
To administer the new staff requisition process including collection of data, verification of information provided, communicate the approval status to various parties concerned and highlight discrepancies for further action
To create, design, administer and control the HR forms required in accordance with the requirement of IMS
C&B policy and Admin.
Advise of job market status and trend, ie participation of salary survey
Responsibility in relation with org chart maintenance
Responsibility in training logistics
Assist development members with a variety of project-related activities in all key function areas

Requirements:
Experience in an international work environment, preferably in Logistics/ Forwarding industry
· Effective communications skills to work with all levels of employees to explain programs and resolve problems
· Familiar with local employment legislation and relevant laws
· Demonstrated ability to maintain confidentiality of sensitive employee information; able to work with high degree of accuracy, often in time critical situations
· Excellent team player
· Excellent interpersonal skills and able to work effectively in a diverse work group
· Timely and accurate research and reporting of results of analysis
Prioritize and organize multiple simultaneous projects to ensure timely and accurate completion
Degree in HRM or HRD or equivalent of 8 years of experience in related fieldMinimum of two to three years of relevant experience in international /global environmentHRBP experience is preferred
- Effective communication skills in both English & Mandarin (written & Spoken_ across all level of line managers
Proficient in MS Word, Excel and Powerpoint
