职位描述
Responsibilities:
- Ensure proper and efficient operation of the facilities, maintenance, HSE organizations, and general administration of the R&D complex. Support the R&D and business needs with minimal interruption while ensuring a safe and healthy office & lab environment.
- Provide direct management of facility engineering, maintenance, HSE organizations of over 20 salaried and contract employees.
- Develop and maintain a preventive maintenance program to minimize downtime of facility infrastructures through the use of TPM.
- Interact with and coordinate vendors and suppliers as required to support the Engineering Center, for both facility expansion projects and contracted services.
- Take the lead for facility and equipment related issues and downtime resolutions.
- Achieve facility and HSE needs of the operation within budget parameters. Identify, recommend, and implement cost, service, and/or quality improvement opportunities.
- Monitors work orders and conducts follow-up inspections to ensure accuracy, efficiency, and compliance with standard operational procedures.
- Develops and implements energy conservation programs and drives Operating System (HOS) phase exits for the R&D HOS sub-teams.
- Develop and implement the HSE Management System that involves all levels of our organization.
- Work with employees, consultants, contractors and local officials to ensure appropriate procedures and permits are in place and current. To ensure all systems are operated and maintained in accordance with local regulations and policies.
- Work with R&D teams and businesses to ensure appropriate identification of HSE risks, to implement & maintain controls for all projects. These include working with mechanical equipment and electrical hazards for electronics, control systems, electrical classification of equipment, high pressure equipment and testing, Chemical labs, turbine and engine test cells, new construction, etc.
- Organize, facilitate and provide HSE training and strong safety awareness to ensure employees develop the necessary HSE skills and knowledge to meet and China Regulatory requirements.
- Update and/or develop HSE and Facility policies and SOPs as needed.
- Create continuous improvement process to assess HSE events/incidents and their root causes and affectivity of corrective actions implemented.
- Monitor PHA's for projects, equipment installation, modifications, and new product introductions for the labs. Responsible to lead key PHA's, and to support training for all PHA trained employees.
- Manage and supervise general admin team of R&D organization, provide day to day admin service to business leaders and teams, including office service management, space design & allocation, employees T&E management, meeting support, etc.

-Minimum of a bachelor Degree in Engineering, (Chemical, Electrical, Industrial, Environmental, Safety)
-Minimum of 8years experience in facilities and HSE management.
-Certified Safety Engineer qualification from State Administration of Work Safety is required.
Preferred Qualifications:
- Sound knowledge and experience with basic facility systems- electrical, HVAC, utility piping systems, and similar. Diagnostic skills required to help the team diagnose equipment and system problems as they arise to minimize downtime.
- Preferred experience with building maintenance and/or construction, and reading blue prints/AutoCAD drawings.
- Possess a thorough knowledge of health, safety, and environmental theories, processes, practices, governmental regulations and requirements.
- Good understanding of China Regulations both at the provincial and local levels. Understanding of regulations at the USA and European levels is a plus.
- Create continuous improvement process to assess HSE events/incidents and their root causes and affectivity of corrective actions implemented.
- Experience with HS&E management systems such as ISO/RC 14001, ISO/OSHA 18001 or other related HSE management systems is an advantage.
- Good understanding of basic mechanical and chemistry skills and electrical skills.
- Possess and demonstrate strong leadership and interpersonal skills (written & verbal) with the ability to work effectively and influence all levels of company, community, and regulatory agency personnel.
