PURPOSE:
Manage the environmental, health and safety and security and asset conservation (SSE) program for the site.
Establish and implement site, warehouse and offices specific framework for the development and implementation of SSE, manufacturing process system safety and security and fire safety and security programs for the site, as far as practicable, loss to the business.

PRINCIPAL ACCOUNT ABILITIES
?Provide technical guidance for plant director, supply chain director, P&O director, site staff and associates toward development and implementation of sites standards of performance in accordance with the Group HQ, Incorporated Environmental Policy, Corporate Safety and security Standards and Asset Conservation Manual.
?Ensure proper adherence to Group HQ, Incorporated and regulatory SSE and asset conservation standards, as well as making certain SSE is properly addressed in engineering projects.
?Responsible to lead all SES function by implementing, deploying and maintaining SES program within HQ China.
?Lead SES initiatives within the factory, distribution and sales office.
?Ensures local legislative and HQ standard compliance
?Responsible to lead and training associates on SES functions.
?Support other functional departments on SES requisites
?Implement, deploy and maintain the SES standards such as d OHSAS 18001, ISO 14001 and Group HQ SES std.
?Support ISO 22000 and ISO 9001 certifications
?Provide SSE and asset conservation technical assistance to project engineers as appropriate.
?Liaison and manage visits with corporate risk control consulting resources, and regulatory inspections.
?Work with site counterparts and the Regional SSE manager to assure clear/consistent understanding of corporate SSE and asset conservation requirements, and transfer of best practice.
?Coordinate and provide ongoing training and education sessions for site managers and associates in an effort to improve site safety and security performance, open lines of communication, review emerging corporate/regulatory requirements.
?Liaison with all functional areas within the site to assure SSE and asset conservation issues are fully understood and executed.
?Ensure sites operate in an environmentally responsible manner through adherence to established standards, transfer of best practice and development of technologies.
?Develop site strategies to protect associates, visitors and contractors, the environment and our properties from incidents that adversely affect their welfare or the environment.
?Provide SSE advice/counsel to site staff regarding issues (regulatory, corporate policy exposure) which may have an impact on the site.
?Audit site compliance with corporate and legislative/regulatory requirements, and to measure overall performance against standard.
?Assist in the development of source reduction strategies for the site waste management program.
?Anticipate emerging trends within SSE engineering and people management, and leverage these changes to maximum advantage to the site.
?Assist in the cost effective management of workers’ compensation and property claims.

SAFETY
?All PPE must be worn in compliance with the Legal/RC requirements
?Enforce/Respect the safety rules and the internal policy
?Stop any equipment / operative works / external company works if safety/environment protection/fire protection rules are broken
?Lead, guarantee and apply OHSAS 18001 and all related working procedures

ENVIRONMENT
?Lead, guarantee and apply ISO 14001 (Environment), and all related working procedures
?Ownership of environmental responsibilities

QUALITY & FOOD SAFETY
?Guarantee and apply ISO 9001, 22000, HQ Standards, and all related working procedures
?Support the HACCP program in the department
?Follow GMP-GHP in the area
?Support CCPs and oPRPs in the department
?Report any pest activity to related Manager

HUMAN RESOURCES
?Training: Attend any training program as scheduled by company management and train any designed person in the position as necessary
?Provide safety orientation to internal/external parties

MANAGEMENT & RESPONSIBILITIES
?Responsible for full integration of SES management into the facility’s operations. Stay current on all regulatory requirements and standards and inform upper management of changes or expected changes.
?Ensure the facility SES goals are met.
?Ensure that all required regulatory training is current and maintained.
?Develop and oversee implementation of programs and initiatives designed to promote continuous improvement in environmental, health and safety performance, ergonomic conditions and that support a sustainable SES culture
?Make recommendations to management regarding program implementation and improvements.
?Direct accident/mishap /incident investigations to get to the basic, indirect and direct causes to prevent reoccurrence.
?Ensure that all applicable forms and reports are complete.
?Performs all job duties in accordance with established protocols.
?Monitor and proactively manage the site security.
?Perform SES audits
?Lead SES teams (safety, fire brigade, first aid, etc.)
?Contribute to Do It Best programs
?Main contact with appropriate SES authorities
?Manage waste to achieve the SIG targets
?Define the PPE and safety equipment required
?Manage risk assessment, hazard analysis
?Make disciplinary recommendations based on incident outcomes to management
?Measure SES KPI’s
?Support and drive the Group HQ Asset Conservation Program
?Manage MSDS program (Material Safety Data Sheets)
?Communicate accidents/incidents with local authorities
?Any task as delegated by Manager

COMMUNICATION & INFORMATION
?Provide any requested documentation to other Departments according to internal rules
?Communicate with global SES team regarding any accidents/incidents

Background Experience & Qualifications
?College diploma in SES or similar
?Professional accreditation preferred
?5 -7 years experience demonstrating an ability to develop and implement site SSE programs, or equivalent.
?Experience as a SES generalist, in a manufacturing environment is preferred
?Analytical and communication skills
?English speaking
