岗位职责：
?Being a Sr. Principle Construction Engineer during the construction period and during the commissioning/start-up period where customer, joint venture partner, and Product Supply Organisation representatives are present.
?Monitor and ensure contractor's compliance to * Safety, Quality Standards and project strategy..
?Have a strong construction schedule sense, and owns ability to forecast construction schedule to be impacted by material, equipment delay, design delay etc. .
?Report to the home office construction manager of any potential safety hazards and unsafe conditions before construction starts on a project. This "audit report" must include the plan of action to promote safety awareness and eliminate unsafe conditions.
?Monitor the work of each contractor and make sure the quality of workmanship and materials meet contract requirements. Field representatives are not to act as designers and change specifications or drawings without prior approvals from the design group. Manage the design queries.
?Responsibilities include assessing and forecasting workload and skills demands on a site basis to secure schedule
?Ensure that the contractor makes arrangements for receipt, inventory, storage, and safe handling of materials and equipment purchased by * that are delivered directly to the job site.
?Review and agree to the schedules and manning levels with the contractors and review update progress during the weekly meetings.
?Report to the home office construction manager or site manager of Construction Engineering problems such as labour shortages, strikes, equipment delivery slippages, availability of contract documents and drawings, etc., which threaten to adversely affect job cost, schedule, quality, or safety. In addition, customer complaints related to * scope shall be reported in writing immediately.
? Maintain daily records and weekly reports as required in the appropriate CEP.
?Submit on time all necessary reports to the * main office.
?Keep an organized filing system in the field office.
?Ensure compliance with specifications, site conditions of existing plants, job safety analysis (JSA) safety work permits, building permits, national health and safety requirements as per country .
? Issue construction change orders (CCO) according to instructions in the appropriate CEP.
?Review and approve contractors/suppliers Part Payment Certificate (PPC) or invoices for payment without delay per required. Invoices are to be signed and stamped with date received and date of approval. If an invoice or PPC is held or rejected, the field representative will notify the contractor/supplier in writing explaining the reason for holding the invoice or PPC. A copy of this notification shall be sent to the * Construction Engineering Department head office. Refer to the appropriate CEP for more detailed instructions.
? When initiating field backcharges, make sure that the appropriate supplier or contractor is notified regarding the scope, reason, and time schedule before proceeding with the work and given the opportunity to correct the work. In some cases and/or emergencies, work may proceed after approval has been received from the home office construction supervisor. Refer to the appropriate CEP for more detailed instructions.
? Maintain a complete and up-to-date set of drawings and ensure the contractor has up-to-date quality control documents. Make sure that all documents, memos, correspondence, etc., indicate the project number and identification.
?Conduct a weekly on-site construction meeting with the assigned contractors and their subcontractors. The guidelines of the construction meeting will be in accordance with the appropriate CEP.
? Field progress photographs are to be taken throughout the course of construction and neatly compiled and arranged. The compiled photos are to be sent to the home office supervisor weekly or as agreed to by the home office supervisor. The home office will circulate the photos to the appropriate individuals. This also includes the use of electronic photographs.

·This document lists the minimum and preferred requirements for a Sr. Principle construction engineer, focus on LNG, HYCO and Gasification projects.
·Minimum eight (8) years experience above in the construction field of LNG, HYCO and Gasification in a key man position (i.e., either Supervisor or site construction manager above) with at least three (3) references in determining capability, or better have a degree in Mechanical , Construction, or Chemical Engineering from an accredited engineering university. Prefer had work experience in US , EUROPE and Chinese EPC big name construction engineering companies.
· Basic computer skills including Word and Excel, as well as the use of electronic mail and the Internet.
·The ability to use in house programming such as Micro soft project and Construction Schedule P6 and STAC.
·Job holder will need to learn programs such as the Lean construction, APT system, manpower data base system, CCO data base, JSA data base, as well as other programs such as Micro soft project ,CAD and then insure all field supt’s are following them
