Procurement Engineer

Why Does This Position Exist? Identify, solicit and select reliable sources of supply of materials, equipment and services to support project execution.
Prepare purchase orders, control prices and quality and ensure delivery of materials and equipment to meet objectives.
Provide agreed approvals and supporting documentation for payment of invoices.

MAJOR ACCOUNTABILITIES OF POSITION:

1 Comply with Company and Project purchasing policies and procedures and act within limits of delegated authority. 20%
2 Work with engineering, planning, project controls, construction, HSE and quality to ensure specifications of materials and equipment is provided on-time. 15%
3 Identify, develop and propose sources, solicit suppliers, receive quotations and bids . Undertake negotiation of orders, follow-up, schedule and expedite deliveries. 15%
4 Ensure supplier documentation, including insurance guarantees, etc. are received in accordance with purchase order and safely stored. 15%
5 Ensure supplier documentation, including engineering, calculations, drawings, schedules and instructions/manuals are received and distributed. 15%
6 Liaise with quality, logistics and material management at supplier, Customer and contractor offices as necessary to ensure timely delivery of required goods. 10%
7 Secure and process necessary documentation to support the approval of supplier invoices as required by purchase order. 10%


Knowledge / Experience / Competencies Required
Job Specific Knowledge:
? Familiar with PO terms and condition
? Familiar with local/overseas suppliers
Industry Specific Experience:
? Junior Procurement Engineer: 2~4 years initial experience at a junior level performing the assigned tasks under the close supervision of more experienced personnel;
? Procurement Engineer: 4~6 years initial experience, performing the assigned tasks under supervision of more experienced personnel;
? Senior Procurement Engineer: at least 6 years experience at intermediate level performing the assigned tasks and providing supervision and guidance to assigned personnel;
Education – Qualifications, Accreditation, Training:
? Bachelor degree or above
HSE Capability:
? Good HSE knowledge
IT Skills:
? Proficient in use of computers and commonly-used business software
People Skills:
? Ability to communicate effectively in written and spoken English

2.211院校理科专业优先。
3.英语流利。
4.愿意出差。
