Position Summary:

The Quality Manager is responsible for the management of the JV quality functions and represents FIHS JV in all production quality related matters. The role has responsibility for assuring that product quality and regulatory standards are achieved in order that the JV quality system can be established and certified by AS9100C standards in JV temp location, and that customer quality expectations are met. The role has technical responsibility for the overall co-ordination and review of the quality management system.

Primary Accountabilities:

Developing and Administration of the company Quality Policy, Quality Objectives, Quality Manual and documented quality management system and ensure the company QMS is in line with AS9100C standards and Parker Aerospace group quality policy, and future JV customers’ requirements (ie. COMAC).

Assuring compliance of the quality management system with the terms of the AS9100C and Production Organisation Approval, including deployment of the company’s internal audit process.

Ensure an effective supplier management system is deployed, including supplier QMS audit and approval, supplier performance are periodically measured and assurance of supplier first article inspections program.

Communicating with Certification Body (CB) for company AS9100C certification audit and ensure all corrective actions /preventive actions are performed and accepted by CB.

In future C919 production phase will be acting as the primary interface with the Aviation Authorities on all matters affecting the Production Organisation Approval.

Maintaining the company’s nonconformity product control process, taking a lead role in material review board(MRB) process, including monitoring of product quality performance, analysis of product quality failure and instigation of root cause analysis, corrective and preventive action.

Implementing a strategy for the ongoing use of quality tools and techniques in support of continuous process and product improvement, including providing training and individual project support as appropriate.

Establish and maintain a programme for periodic testing and calibration of inspection and testing equipment and instrumentation.

Ensure effective quality planning development, Certified Operators program(COP) implementation and succession planning for the Quality department.

Providing a metrology facility capable of independent measuring of company parts for the purposes of quality investigation, process capability assessment, first article validation, etc

Defining metrology standards for JV product development phase(ie- develop inspection plan and identify the measuring methods).

Administering an archiving facility for all QMS required quality records.

Acting as the primary customer quality interface, including co-ordination of customer visits and investigations, customer concerns and quality escapes (whether originating in the supply chain or machine shop operations).

Secondary Accountabilities:

Provide leadership for the Quality department and provide a clear communication process to ensure that all employees understand defined strategic and operational quality objectives, and are provided with all tiers’ communications.

Define operational targets, appropriate process measures and financial budgets for the Quality department and establish a functional review process to monitor performance against them.

Deliver operational performance in all aspects of quality, cost and delivery, and continuous performance improvement in these respects.

Ensure the overall business structures, processes and working practices result in effective planning and decision-making and competitive levels of productivity.

Ensure effective problem solving is implemented including root cause analysis, corrective and preventive actions where required.

Ensure effective health & safety and environmental management within the organisation.

Ensure an effective working relationship with customers, aviation authorities, employees and local communities.

Qualifications:

Bachelor degree qualification in engineering or above, major in aerospace/aviation engineering or manufacturing is preferred.

Minimum 8-year working experience in aerospace or aviation design, manufacturing, or production organization, more than 2-year experience in quality function is preferred.

Understanding of AS9100C standard and other regulatory requirements CCAR21/25 etc.. Experienced in quality system development or quality system audit.

An ability to establish a quality team and coach staff in an immature manufacturing context.

Broad leadership capabilities – strategic (5+ years) planning and organising, quality management, manufacturing, technical, and people.

Knowledge in aerospace product development process, familiar to quality appliance like APQP, FMEA, MSA, Gage R&R and etc.

Experienced in aerospace product development, deployment of product inspection program, MRB process and FAI program.

Understanding of aerospace NDT methods like Fluorescence penetrate Inspection (FPI), Magnetic Particle Inspection (MPI) and etc, understanding of chemical process like passivation, anodize, heat treatment and etc.

Experience of influencing cross functional relationships, strong Influencing and Communication Skills.

Understanding of calibration criteria and industrial standards.

Solid quality reporting skills in Microsoft office such as word, excel, PPT, project and etc.

Strong problem solving skills, the ability to work with customers.

Open minded, proactive attitude, willing to learn and capable for business trip or work mobile, team player.
