职位描述
1. Purpose of the job
Guide the implementation of global and regional DICT Quality standards of the various DICT departments. Ensure that they are applied to internal processes (and where applicable to those of DICT suppliers) in line with company requirements, external laws and regulations and with Industry Best Practices. Monitor the application of these requirements in a challenging way. The Compliance and Quality Manager is operating independent from the company ICT departments, develops regional procedures and standards on request of global and regional management if global standards are not adequately covering the local operations. Global standards and procedures are challenged when needed and initiatives are taken to improve the implementation in daily practice. The C&Q manager also conducts the role of LISO (local info security officer).
2. Job Context
The Compliance and Quality Officer is not dedicated to one of the service departments
(GAPPS / GTI / GSM / DBIS/GPM) but is expected to work for all. The Compliance and Quality manager is responsible for implementing the DICT's quality and compliance framework and the derived standards within the assigned departments. The role focuses on steering and monitoring quality compliance of the services supplied by the DICT department. The C&Q manager has to analyze DICT quality related requirements and developments, interpret, translate and tailor those to DICT departmental needs.
To do so, input derives from
? The DICT agreed quality control, information security control and internal control audits
? DICT departmental related requirements and DICT Service Group related requirements
? DICT and departmental related strategy aspects
? Standards and best practices within the industrial sector (e.g. ITILL)
The C&Q manager works together with the DICT Compliance and Quality Managers, the
DICT LISO and the DICT ICO to further develop and professionalize the Quality, Information Security and Internal Control requirements and guidelines. Developing and
Professionalizing means that new external requirements are tailored to company and DICT specific requirements and guidelines.
Also new quality developments can be triggered through
? In general: Information Technology implications on quality of the manufactured product and its distribution
? New IT related environments (Assessment of new tools, Software etc.)
? New IT-trends, e.g. Electronic records, Electronic signatures and need to be addressed in the DICT Quality framework and derived standards which influences DICT operational departments
? Standards and Architectures, Tools of usage to fulfill required aspects of quality management.

3. Job Content:
Quality topics addressed by the CQM in his/her daily work are related to departmental services and staff offered to company Business groups.
According to the purpose of the job, the CQM is responsible to develop Quality standards, to ensure their implementation and if necessary their specific tailoring to departmental needs. Furthermore the CQM is responsible to maintain, control and improve these quality standards.
A CQM addresses these topics in close conjunction with the Departmental Quality Officers, the DICT Quality manager, the DICT LISO and the DICT ICO. Furthermore with regards to subject areas and priority setting this will be done in close collaboration with the line management of the service departments.
The CQM is responsible to ensure compliancy towards Quality, Information Security and Internal Control related requirements by implementing applicable policies and procedures.
? Managing documentation-, security incident- and deviation control activities where applicable
? Controlling the departmental follow up on audits, risk assessments and security and quality incidents by
o Monitoring execution of related actions,
o Supporting owners of the actions or in specific cases acting as owner,
o Escalating delays to departmental management and
o Periodically reporting executed actions and suggesting necessary follow-up activities
? Raising deviations and information security incidents himself in consultation with the DICT Quality Manager/ DICT LISO.
He/she is actively involved in Quality and Information Security related training activities by:
? Developing Quality and Information Security related training materials
? Ensuring Quality and Information Security training execution by giving classroom training or providing the appropriate training content for e-learning including tests.
He/she is responsible for monitoring the correct application of documentation management in the departments. This will be based on the DICT Documentation Control requirements and if applicable on service- or department-specific documentation standards. He/she sees to it that
? Templates are used correctly,
? Necessary reviews and approvals are executed,
? QA-approval is given where applicable,
? Documents are published and only effective versions accessible and
? Periodic reviews are initiated timely.
To do controls the CQM develops the necessary quality measurements by
? Defining performance indicators for Quality and Information Security Control in close cooperation with service providing Team Managers.
? Assessing applicable Quality and Information Security requirements (from a customer and from a service provider perspective) by translating them into clear performance indicators with a challenging but realistic norm setting in close cooperation with service providing Team Managers.
? Implementing these performance indicators including a process for measuring them.
? Periodically reviewing and reporting the Control status per service and proposing potential improvements. This will also result in the assessment of the maturity of each service group.
? Planning, preparing and executing internal audits, coordinating audits by non-
DICT staff (COA, Life Sciences BGs, E&Y) and managing the follow ups on the audits.
4. Knowledge and educational level
? Practical know-how of the processes and services of the DICT affiliate China
? Bachelor or equivalent qualification in information technology, computer science or Quality Management (in that case with enough IT affinity/know-how)
? Background knowledge about IT standards like ITIL, COBIT, CMMI, cGxP skills, Project Management skills.
? Auditing knowledge and related auditing skills.
? Risk Management basics
7. Required level of experiences
? Minimum 8 years general work experience, with 3 years in quality Management, process control and security related aspects.
