POSITION SUMMARY

Purpose

Manage maintenance and small maintenance related projects to support operations for *** Chemicals and Gases operations located in Weihe and Western China area. Incumbent will manage the maintenance function as per SAP PM Module at the facility to comply with *** environmental, health and safety and maintenance standards. This will include setting up and maintaining a mechanical integrity program, managing day-to-day maintenance activities, maintaining and improving on stream reliability, and completion of small plant projects. Supervisory responsibilities will include management of Pan China Maintenance org, Mechanical, Controls and E&I Technicians and contractors as needed. This will include providing both hands on and arranging for functional skills training as needed. Bilingual skills are a must. Interface and coordination with operations, regional maintenance, EH&S and other functional support groups is on going. Good communication skills and the ability to provide skills training are required. The position requires the ability to work in participative team oriented environment within a matrix structure.
As experience is gained duties will be expanded to other *** locations in China as and when required.

Nature and Scope

This position reports functionally to the Maintenance Manager. The incumbent will be expected to work in a matrix organization to provide maintenance services in a timely to all the assigned facility. The position is responsible for directing and coordinating maintenance programs at all the assigned facility including creating and managing the annual maintenance budget. Work will be completed by using both permanent and contract workers. On streams are critical to all operations. Small plant projects (normally <$20M USD) will be completed within the maintenance support function with larger projects being coordinated with the GEO / PPO organization. The incumbent will be expected to work independently by coordinating priorities with the operations personnel. Managing workload thru effective use of the available *** resources supplemented by contract services as needed. Resolution of maintenance issues on a day-to-day basis is expected with guidance from senior managers as needed.





The incumbent is responsible for learning and following plant safety, health and environmental procedures and regulations and assuring they are followed in his organization. From time to time, the incumbent will update or write procedures as needed. The incumbent will receive assignments from the plant Central Safety Committee on occasion. He/she is expected know and implement the basic safety process with his work group. The incumbent is expected encourage other employees involvement as a normal part of activities.

PRINCIPAL ACCOUNTABILITIES

Fully implement Basic Safety Process

Provide maintenance and small project services to all assigned facilities per *** standard practices, specification and procedures

Demonstrate basic technical ability and develop and lead engineering & technical skills of subordinates as needed

Solve or guides solution of operating problems or seeks expert assistance as needed

Significant positive force in overall operation of maintenance including setting new directions and leading them as needed. Managing on going costs at a minimum while maintaining plant reliability and meeting EH&S requirements

Significant source of maintenance expertise with a wide variety of processes and equipment

Manage site mechanical integrity and reliability programs

Knowing and following *** EH&S procedures and policies including implementation of BSP with the maintenance function

Optimize costs by providing innovative ideas/ways to control operating and maintenance costs
Drive for production productivity and Continuous Improvement project, Idea Tracker Effort

Maintains communication with upper management, employees, business area, plant groups and others as needed.

To lead initiatives with operation team and maintenance team on SAP PM and ISO requirements.

To lead discussions and work closely with other cross functions and GSS team on
projects and troubleshooting approaches

Carry out regular inspection on plant equipment as per SAP PM and SIS/CSS validation and assess their reliability and advise the plant manager/supervisor of any abnormalities and improvement recommendations.



JOB REQUIREMENTS
· Job Incumbent is expected to have a diploma / degree in Mechanical or E&I Engineering with minimum 8-10 years experience in an operating plant with operation/maintenance function. Experience with a multinational petrochemical or Gases Company with established safety, health and environmental programs would be ideal. Mandarin and English, both verbal and written competency is required.
