Job Output:
? Reporting to the Plant Manager, the Technical Services Manager is responsible for providing effective leadership to the process science team related to manufacturing of mineral fiber ceiling products. These services, plant wide in scope, include ensuring that raw material and product quality requirements are consistently met, providing technical support and problem solving to the production operation, leading new product development, identifying and completing process improvement or cost reduction projects and supporting environmental compliance. During the plant start-up phase, the Technical Services Manager will be involved in development of key process and product quality specifications, metrics and methods as well as troubleshooting to achieve performance goals.
Key Process (Ownership/Participation):
? Leads the safety and housekeeping efforts of the department. Provides safety leadership to direct reports in the form of setting and reinforcing expectations, assessing risks and taking corrective actions, training and auditing safety performance.
? Directs maintenance of accurate MSDS information on all raw materials used at the plant.
? Is responsible for quality assurance including: (i) process specifications (ii) boardmill raw material specifications (iii) process control procedures (iv) process/quality standard work and reaction plans (v) audit processes for all product performance requirements (vi) accuracy of all plant measurement equipment
? Leads process improvement/product development/cost reduction projects in relation to safety, budget, schedule and performance. Uses sound project management techniques to define work, identify resource needs, establish schedule and budget and provide regular reports on project status
? Supports the EHS department with technical expertise in environmental issues so that all government and company environmental regulations and standards are met.
? Responsible for the claims resolution system including identifying and solving issues. Provides technical support to the sales and marketing organization. Fields customer inquiries on technical issues.
? Directs and coordinates the work of the various member of the department. Hires and trains all department employees. Sets standards and expectations; monitors their performance and development.
? Directs the Lean efforts in the plant via supervision of the Lean Engineer. Ensures that Lean principles are appropriately applied to problem solutions. Understand and use fundamentals to eliminate waste including 5S, TPM, SMED and standard work. Participate in Kaizen efforts of facility.

Education & Work Experience:
? Bachelor’s degree in chemical engineering or similar field
? Minimum 8 years experience in process based, multi-national manufacturing
? Previous supervision of a technical organization
? Experienced in Lean methods
Specialized Knowledge & Skills:
? Solid analytical skills; able to evaluate problems, develop solutions and execute sustainable plans
? Able to use MS Office family of software
? Knowledge of statistics and its applications
? Project Management
? Good communication, written and verbal in both Mandarin and English
Qualifications Required
? Bachelor degree in chemical or materials related major , previous working as chemistry engineer, technician and main responsibility on process engineering
? Knowledge in plastic materials
? Large volume plastic raw material knowledge
? First work experiences in manufacturing industry, as technician and/or process engineer is desirable.
? Knowledge in calender /extruder/mixing procedure are desirable
? Development, planning and support of technical equipment
? Usual Computer applications (MS-Office,)
? Process Engineering
? Employee instruction at new/modified assets
? Good command of oral English
Work Environment & Physical Demands:
? Occasional travel for vendor visits or training
? Occasional out of the ordinary work hours including during holidays
? Work environment that may be dusty, wet and noisy. High or low ambient temperatures at times.
