I. Post title:
Senior purchasing manager

II. Key relationships
?Reporting to Purchasing Director PAM China
?Managing directly key category materials used in production of pipes for PAM plants in China as well as sourcing needs from PAM branches outside of China.
?Work closely with all departments of SG PAM China and counterparts from SG PAM branches in Europe, Brazil…

III. Environmental factors:

The working language will be in Mandarin and in English;
The Job is based in Xuzhou or Ma’anshan;
A lot of travel is needed, and the working time is often irregular.

IV. Job Scope
? Ensure total application of Saint-Gobain group purchaser charter and principles for actions.
? Take charge of two functions: strategic purchase and sourcing

Responsible scope for strategic purchase:
1.Manage categories of materials used in pipeline production for PAM plants in China
2.Current 9 categories: Steel scraps; Fe-Si; Zinc; Pipe moulds; Cements; nodulizer, Gasket and Maintenance parts, outsourced fittings & componets with potential enlargement of new categories;
3.Focus on “front-end” purchasing areas for these categories
4.Centralize negotiation process of these category materials : conduct bidding when necessary
5.Conduct market analysis and set up purchase strategy => identify opportunities to reduce cost and implement them.
6.Work closely with site purchase departments for a “seamless” connection with ‘back-end” purchase process for these responsible categories;
7.Ensure regular reporting on main performance indicators: purchasing prices, account payables, stock level etc…

Responsible scope for international sourcing:
1.Support sourcing manager to manage sourcing needs from PAM branches outside of China for currently 4 categories, valves& municipal, Building Pipes, Capex and MRO.
2.Provide sourcing solution with competitive price, 0 quality defect and good responsiveness to internal customers
3.Monitor monthly sourcing activity and be sure it is in line with sourcing strategy
4.Coach new sourcing manager and support her to develop the team
5.Develop/reinforce synergy between strategy purchase team and international sourcing team in terms of category purchasing and supplier’s quality management

V. Job Qualifications :
? Bachelor degree or above
? Minimum of 5 years of experience in purchase management area in multinational company in China
? Perfectly Fluent in English in written and oral
? Familiar with ERP/MRP tools (experience in SAP would be a plus)
? Good negotiations skills
? Strong sensibility to costs
? Sense of customer satisfaction
? Experience in remote team management is a strong plus
