职位描述

Location: Shanghai, Jing'an district

Purpose:
A central purchasing is a system of organizations, people, technology, activities, information and resources involved in moving a product or service from supplier to customer. Central purchasing links to all functions cross Business in China.
This position is responsible for sourcing activities for all Business at country level, work with regional teams to identify new suppliers who can provide good quality products to the company, leading the negotiation with suppliers and manage, manage & develop suppliers, etc.

Key responsibility:
1. Purchasing strategy:
- Implement cooperate purchasing strategies at China country level in terms of hierarchical organization going from the council to the commodity code which is the lowest classification grouping level
- Responsible of a certain number of purchasing families at county level for which leads the purchasing process of key suppliers. (Outsourcing & subcontractors)
- Enhance strategic partnerships with suppliers, distributors, and customers, creating communicating channels for critical information and operational improvements

2. Purchasing tactical:
- Identifies the responsibility level for each Purchase
- Request and gets the support of the group's experts when necessary. Coordination with group family coordinator
- Keeps informed about the Group's guide lines in his domain to which he adds his own purchasing skills and his understanding of the China market specificities
- Transform outsourcing & sourcing strategy into business plans according to purchasing roadmap. Work with suppliers to implement the plans and achieve purchasing objectives
- work out cost saving projects and hit financial objectives

3. PURCHASING OPERATIONAL
- Purchasing Network in the country
- Technical responsible people in his domain. He/she is promoting the coordination of the relationship with the suppliers
- Technical survey in coordination with the group expert
- Networking in his purchasing domain in order to benchmark continuously with local market and support to Bus
- Decision-making authority: makes recommendations for the Country Purchasing management at the county level
- Work with joint team for Supplier selection, qualification, development and management, disqualification processes
- Lead negotiation with suppliers and presents contracts to country purchasing management
- Regular meetings with suppliers for continuous improvement, to ensure suppliers performance to meet company requirement

4. OTHERS
- Ensure cooperation with other business leaders within the organization: cooperative and team spirit
- Be active in business associations and conferences. Target to become a speaker in some

Requirements:
1. Education / Experience
- Bachelor Degree or above in Engineering / Business / Purchasing / Supply Chain management fields. Master Degree is a plus
- At least 5 years or above experience of purchasing and global sourcing in MNC

2. Specific knowledge
- Knowledge + network in the purchasing fields he is in charge of or knows about purchasing and has purchaser's disposition or understands the world of cable on the manufacturing side
- Fluent oral and written English & Mandarin suitable for business negotiations
- Creative, positive and proactive, can-do attitude, cooperative to others
- Problem solver with service attitude, willing to adapt for internal and external client's need

3. Technical Business understanding
- Good knowledge of international business organization
- Strong Ability to make market analysis
- Good negotiation and contract skills
