Plant HR Leader

Description

Provide a short paragraph describing primary purpose of role:

Works under the direction of the plant Manager and functional HR guidance, draws up an efficient human resources strategy, supplies integrated incentive and management policy, assures the effective utilization of human resources to meet the demand of operation, and be responsible for routine administration duties.

The position reports to: Plant Manager

Responsibilities

1. Live the Safety stand, adhere to the safety responsibilities.

Metrics
? Comply with COMPANY safety stand, RIR=0

2. Fully responsible for the implementation of the Company’s policy and coordinating the Company’s policy setting.

3. HR
Metrics
? Use relative China or ICompanyal marketing survey information for the Company’s compensation & benefits level or policy.
? Check and prepare the monthly payroll or the layoff employee’s compensation, overtime payment and income tax and submit it for management approval.
? Draws up regulations and objectives on employee relations, recruitment, C&B, training, health and safety.
? Supervises and perfects personnel system including labor contract and subsidiary agreements personal files, employee manual, safety manual, etc.
? Makes efficient C&B policies according to the regulation of state and Owens Corning, and assures its competitiveness.
? Implement the annual salary review plan in the responsible site.
? Coordinates with department managers on the internal or external employee training of safety, technique, regulations and management in order to support continual career development. Set up plant talent ladder.
? Guides and supervises effective performance appraisal of employees.
? Put annual C&B, HR, training, and administration budget, plans, coordinates, and organizes related works inside the budget.
? Plant headcount plan, review and recruit employees according to business requirement.
? COMPANY cultural promotion in plant.
? Other responsibilities or projects assigned by managers or Company.
? Handling staffing issues.
? Work with plant & lCompanyal union to make sure Company policy implementation.

4. Admin
Metrics
? Supplier management, such as canteen supplier, cleaning Company supplier, uniform supplier and car rental Company management.
? Arrange annual health examination of employees according to COMPANY requirements.
? Lead related activities in plant.






Job Requirements

Experience:
1. Around 8 years experience in a HR function within a manufacturing environment
2. Proven ability to drive change in an effective and participative manner
3. Familiar with labor law and related government policy

Knowledge and Abilities:
1. Bachelor degree or above in Business, HR management or Industrial Relations
2. Safety Awareness and Pro-activeness and exhibits safe behaviors while working
3. Excellent communication and interpersonal skills
4. Proficient in both oral and written English
5. Strong presentation skills
6. Microsoft MS Words
7. Microsoft MS Excel
8. Microsoft MS PowerPoint
9. Analytical and resourceful with strong problem resolution skills
10. Decision Making Skills
