Objective of the position


Under the general guidance from supervisor and with good understanding of relevant corporate and regional policies, the position serves to support the operations of Greater China transfer management in accordance with the established procedures in terms of service deliveries, standards, schedules and legal compliance for both inbound & outbound delegates in Greater China,


Typical Main Tasks and Responsibilities

Implementation of policies & procedures

To keep close cooperation & communication with regional / global headquarter and HR community in the respective home and host companies

· To collect and consolidate to supervisor the local practices/market trends, i.e. rental development, schooling practices, in delegation management that could impact the delegate policy in order to support the necessary alignment of local, regional & corporate practice in delegation management.

· To prepare communication materials, presentation slides, etc to support supervisor

o to provide coaching & guidance to the HR colleagues or relevant parties related to delegation processes to ensure smooth implementation

o to communicate with delegates about new/revised budget and items, i.e. housing, car entitlement, home leave budget, etc

Delegation operations

· To open, update and maintain the delegates’ personnel files to ensure all the necessary information and correspondence are kept.

· To coordinate with the services provided to ensure deliveries of delegate relocation services e.g. the application of legal document for delegation, city-orientation, house hunting, schooling, immigration, moving according to the policies and propose solution

· To handle delegates’ employment documentation and local deliverable benefit entitlement. i.e. transfer/travel documents, legal/corporate document, employment contract, extension & expiration of working documents, lease agreements, schooling payment, etc.

· Report to supervisor, with proposal for solutions, any special requests/derivations beyond the coverage of existing policies and procedures

· Create concepts to align processes and procedures in place to smoothen overall handling and improve efficiency



Monitoring the performance of relocation service providers

· To collect, consolidate and evaluate the feedback, inputs, evidence, from the users of the services providers

· To support supervisor in provide the feedback to the service providers


Local Payroll & Income tax

· To support supervisor in administering local payroll, tax filing & reporting, annual tax declaration for delegates by retrieving the relevant data from BASC system and organize in the requested template, system to support ensuring tax rules compliance.


Delegation payments

To initially calculate the overseas settlement for delegates’ personal expenses in accordance with the related procedures & requirement, to support internal charges of home and host companies and check regularly outstanding payments with timely reporting to supervisor


Filing, database maintenance and data provision

· To maintain delegates’ personal filing system and database accuracy in both BASC system & local directory

· Ensure the internal employment documentation and filing in place

· To maintain proper database of delegates in the existing delegation system and propose revision to respond to new requirements in the region, in Greater China.

· To provide accurate and necessary information, data of delegation information in accordance with requirement from regional/global headquarters, respective home/host companies, and the local governmental authorities as well.


Job requirements

· Education: Education: Bachelor’s Degree, preferably HR Management and/or with IIT Tax background

· Working Experience: Around 2-3 years in Human Resources field, with 1+ year in expatriation administration preferred

· Technical & Professional Knowledge: General HR operations knowledge and basic expatriation administration knowledge

o Demonstrated strong analytical and presentation skills both in oral and written

o Demonstrated strong communication and relationship management skills

o Demonstrated team working skills

o Familiar with innovative and standard practices related to Expat handling

o Fluency in English, preferably Mandarin as well
