The Role
This position calls for a manager capable of playing the following roles. Reporting to the Director of Government Affairs, Novartis Country Organization, and the successful candidate will be responsible for achieving the following objectives:
· Develop and maintain government relationships with key stakeholders at central levels, e.g. MOH, SFDA, NDRC, MOHRSS, MOFCOM, MIIT, General Customs, etc..
· Drive and coordinate collaboration across Divisions/BUs on government affairs programs to create a favorable environment for Novartis business
· Track the policy development of key stakeholders and draft regular update
· Draft regular report on project implementation
· Leading the implementation of the partnership programs established Novartis and government organizations particularly in the areas of
- Managing the daily contact with the partners and implementation organization identified by the partners
- Organizing annual steering committee for cooperation programs
- Organizing the internal meeting to coordinate with the project team of each BU.
- Facilitating the development of the annual project plan
The Candidate
- The successful candidate should have a solid track record of successful government affairs roles with 5+ years experiences in an international company, agency or organization. She/he should have good knowledge of Chinese government/political system and profound understanding of China’s healthcare industry。She/he should also have strong strategic ability be experienced in large complex international organizations. She/he should be able to speak fluent English and Chinese, both written and spoken.
Specifically, the successful candidate should possess the following professional attributes:
· Initiative-taking: be a good communicator and a proactive contributor for identifying internal and external government affairs initiatives and leveraging them for company benefits
· Team work: be an independent yet interdependent player
· Insight: be aware of current and emerging issues, their potential impact on business performance and experienced in building strategies to overcome and/or leverage them
· Customer Focus: be dedicated to meeting the expectations and requirements of internal and external customers; gets first-hand customer information and uses it for improvements; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.
· Process Management: Good at figuring out the processes necessary to get things done; knows how to organize people and activities; understands how to separate and combine tasks into efficient work flow; knows what to measure and how to measure it; can simplify complex processes.
· Drive for Results: Can be counted on to exceed goals successfully; is constantly and consistently one of the top performers; steadfastly pushes self and others for results.
