职位表述和要求：

Position Summary: This China area operations position reports to the China Operations Manager and is a key member of the China Management Team. The position is directly line responsible for managing and supporting all gas plant operations in the responsible area.

This position is to facilitate attaining all APC standards and global best practices for EH&S, productivity, reliability, quality, and overall customer service. This is a particularly challenging and complex position as the compounded growth rate of the business is 25 to 30 percent. Self development and development of the area team is critical for success.

A primary responsibility of this position is safety of all operations personnel. The position teaches AP safety policies/procedures, provides AP safety standards, facilitates safety improvement plans, participates in safety audits, sees that AP EH&S standards and practices are being done/followed, and in general builds the AP safety culture in the region. The position shall seek technical support for the region from local, China, and global resources and coordinate this support in a cost-effective and timely manner.

One of the major focuses of this position is to develop the area operations teams by hiring and promoting the best overall candidate to management positions with defined and equitable criteria, by coaching, directing, and developing the area operations teams under the guideline of GO culture as has published, and by setting up an organizational atmosphere of open/honest communication, empowerment, delegation, and employee involvement.

Operations, productivity, reliability, quality, cost effectiveness, and customer service/relations are very important responsibilities of this position. This incumbent coaches, advises, initiates, facilitates, and motivates area operations personnel – bottom line being continually reducing costs while meeting or exceeding customer expectations.

The incumbent will coordinate and support the existing plant maintenance activities by working closely with the China Maintenance Organization, including routine and major plant maintenances, plant Mechanical Integrity program implementation, PM, maintenance Best Practices, etc.

This position will also oversee all the pipeline operations in his region, making sure the world wide operating procedures / practices are installed at each facility and emergency response system is set up properly. It is this position’s accountability that all pipelines operate with zero product supply excursions. This position strives for pipeline customer satisfaction.

The position also participates in new area project development including helping identify new business opportunities.. For projects that become a reality, the position supports construction and commissioning activities and may get hands-on directly involved in commissioning. The position is also responsible for participating and supporting PDEP+ activities by working with the plant process team.

An important role of this position is to effectively communicate to and coordinate with related functional teams to form collective decisions on planned outages and new projects execution issues, making sure teams are aligned and supportive to the solution and best resource utilization with the lowest costs is achieved.

Indirect Reports: 50+

Operations Types: ASU, SMR, PSA, HPN, VSA and electrolytic H2, Electronics purifiers, Tonnage plants, etc.

Work Schedule: This position supports field operations that operate 24 hours a day every day and as such this position is always “on call.” Normal schedule is Monday through Friday, but sometimes may require responding during off-hours.

Travel Required: About 50% of the time, mostly in region and cross regional but also occasional international trips.

Principal Accountabilities:

·Facilitate the use of and compliance to AP EH&S standards in region such that EH&S performance continually improves and performance goals are met or exceeded. Ultimate result desired zero injuries.

·Manage technical support for region gas operations in a cost effective, timely manner.

·Facilitate attainment of operations excellence and customer satisfaction via operations productivity, reliability, quality, cost reduction, ongoing improvements, and meeting of budgets.

·Initiate and facilitate the use of AP global best practices in EH&S, Ops, and Engineering in region

·Work closely with the business areas and project development engineering to identify and win new projects.

·Identify, train, and develop local operations staff.

·Facilitate construction/commissioning of new gas operation facilities.

Job Requirements:

Industrial Experience: 10+ years in gas, petrochemical, or related industries in operations and/or engineering or related activities. Preferably 5+ years in line supervision of process operations/engineering.

Education: BS in Engineering or related field required

Special Skills Requirements: Good leadership and interpersonal skills. Wide technical knowledge in gas operations and engineering. Excellent written and oral English.
