JOB SUMMARY

 Nanjing plant CAPEX & Service Procurement Specialist manages indirect goods & services for capital projects at the Stepan Nanjing Plant. The role’s responsibilities include assurance of supply, superior cost management and uncompromising stewardship in support of Stepan’s Nanjing Capital execution. The role oversees sourcing and tactical strategy definition. The Specialist will be the first line of defense with Suppliers, Key internal Stakeholders, Assistance with Request for Quotes, Bid Analysis, Volume Tracking for Rebates, and Contractual Obligations.

 JOB RESPONSIBILITIES

 1. CAPEX Service Procurement Sourcing & Execution - 50% time Description: Strategic Sourcing of Capital projects. To include: 

 ? Lead sourcing events (RFIs, RFQs, RFPs) of assigned categories, supplier negotiation strategy and process and manage stakeholder engagement and alignment throughout the end-to-end sourcing process 

 ? Drive project execution (including project prioritization, securing resources, governance and controls) 

 ? Execute and monitor action plans and report progress against strategies to address issues/improve performance

 ? Develop a pipeline of Total Cost of Ownership Improvement projects, with a focus on work process improvements, working with leadership and key stakeholders to align resources for support as needed 

 ? Manage bid proposals (RFI/RFP), requirements documentation, EPC/purchase/service agreements and other related documents.

 ? Maintain/Engage regular written and in-person communications with internal stakeholders e.g. project team, production/maintenance, business management … regarding Sourcing activities. 

? Proactively manage relationship with Project Management Group, Engineering Department 

 ? Encourage deep understanding and Adherence of Cross Functional Role & Responsibilities in the CAPEX procurement process

 2.Tactical/Transactional Procurement Management 40% of time Description: Manage administrative duties to include supplier safety requirements, tracking of costs, cost savings, contract management and other important procurement metrics. To include but not limited to: 

 ? Ensure suppliers meet or exceed Stepan safety contract and quality specifications. 

 ? Ensure compliance with and enforce Company Procurement Policies. 

 ? Coordinate efforts with vendors and internal stakeholders to manage PO process and resolve PO & Invoice discrepancies. 

 ? Thoroughly review and process requisitions for Capital engineering group and plant management team, ensuring compliance against policies and procedures. 

 ? Monitors and coordinates the delivery of critical equipment, goods & plant services per contractual terms, expedites late deliveries, and communicates delivery information to appropriate stakeholder group. 

 ? Provide support to drive transactional efficiency and eProcurement initiatives.

 ? Secure knowledge transfer and compliance by creating and storing project deliverables, historical RFQ results and award analysis, Contracts, Capital Project Closing Process and documentation, and relevant tools and templates in knowledge repositories 

 ? Payment Terms recording and performance improvement tracking 

 ? Value Tracker implementation – the recording of current and 1-3 years-out of future value creation opportunities 

 ? Manage savings tracking processes, measure contract compliance and other key metrics to ensure targets are being met and value is being delivered to the business  

? Implement administrative contract and contract compliance as per globally/regionally/locally agreed procurement policies working with Legal, and the Global Contract Administration and Compliance Manager as well as regional/local counterparts 

 ? First line of defense with Suppliers, Key internal Stakeholders, Assistance with Request for Quotes, Bid Analysis, Volume Tracking for Rebates, and Contractual Obligations.

 ? Pricing analytical analysis of pricing models and price changes from Suppliers to report annual price hurt or help versus previous pricing 

 ? Ensure at all times the Supply Base and Stepan procurement operates within the framework of regulatory and legal requirements. These include but are not limited to compliance with Stepan Policies and Guidelines. 

 3.Vendor Master Management - 10% time Description: Manage vendors mater of indirect products/service in Nanjing. To include but not limited to:

 ? Ensure vendors creation/change is maintained according to compliance & procurement policy/process

 ? Archive/Maintain required documents of vendor master

 ? Back-up of direct materials vendor master 

 ? Evaluate vendors performance following procurement process

COMPETENCY REQUIREMENTS

 ? Qualifications Required: Bachelor Degree of Science (Operations/Business Management, Chemical Engineering) 

 ? Qualifications Preferred: 5+ Years Procurement Experience in indirect segment, CAPEX is a strong plus.

 ? Numerical literacy – ability to work with price and quantity calculations for across multiple based currencies. 

 ? Strong verbal and written communication skills across multiple departments and levels. Comfortable with using communications technologies (e.g., web-conferencing, electronic sharing, etc.). 

 ? Demonstrated working knowledge of ERP system e.g. SAP (for Change Orders), E Sourcing/E Procurement tools and Contract Management Tools

 ? Proven experience working with Engineering & Maintenance team, Business, plant and Project Management and ability to utilize influence management skills to further procurement initiatives 

 ? Understanding of process and project engineering, the design and build of equipment, facility construction and EHS regulations is a plus.

 ? Experience in effective management of capital buying projects within a manufacturing environment; RFP/RFQ, supplier selection, project execution, cost and timing management, project close activities, and tracking and reporting out KPIs 

 ? Ability to identify efficiency / productivity improvements. 

 ? Demonstrated ability to drive performance improvements from action plans derived from robust data analysis 

 ? Minimum Level: Proficient Verbal & Written Communication skills, Microsoft (Word, Excel, PowerPoint) in English and Mandarin, Problem Solving, Analytical, and Budget Management skills
