Job Output:
To develop, implement and follow up on an EHS program in order to ensure all operations, maintenance, administration and other related services and activities performed in a safe, healthy and environmentally friendly status. The effective leadership of all safety, health, and environmental initiative to drive results and culture of zero accidents.
Responsible for the enforcement and implementation of the safety, health and environmental policies and procedures of the plant, the corporation and the government.
Establish the SHE management system and the AFP Safety System so that employees are injury free and have a level degree of consciousness about safety and environmental issues. Coordinates control of hazards to ensure hazard minimization and regulatory compliance.
Key Process (Ownership/Participation):
Leading the plant in achieving a sustainable safety culture through effective implementation of the plant safety system which is focused on risk and incident reduction, compliance, case management and safety system effectiveness (i.e., risk assessment, coaching incident investigation, line audit, and training processes)
Ensuring compliance with local and Company safety & health regulations, policies, and standard operating procedures
Providing functional knowledge of local and Company EHS regulations and industry standards (i.e.: record keeping, confined space, energy isolation, machine safeguarding, powered industrial trucks, electrical safety, hazardous communications, and industrial hygiene monitoring
Working with plant stakeholders to identify and implement safety and health improvement opportunities based on employee feedback, observations, and data trends
Developing and managing the plant environmental management system.
Engaging the plant strategic and operating plans to ensure environmental and safety compliance while improving overall operating results
Providing functional knowledge and experience in supporting air and wastewater permitting, compliance, waste management.
Interacting effectively with all levels of the organization (internal and external)
Providing urgent response to operational issues 24/7 which includes environmental upset conditions and case management of safety incidents
Providing leadership and project management for specific projects, initiatives, and business processes needed to drive safety and environmental performance
Developing and managing budgets for safety and environmental activities including; safety supplies, safety recognition, consulting and testing
Interfacing with Corporate SHE to execute Company initiatives and actively participating in EHS Networks
Directing the activities of the plant environmental and safety committees
Ensure the investigation and documentation of all EHS related incident on site
Organizational Relationships:
Reports to General Manager
Team member of Safety Leadership Committee, safety subcommittee and Plant Staff.
Subordinate: EHS engineer
Key Customers and Suppliers:
Internal
All employees of AWPK
Company Corporate EHS, China EHS network
External
Counterparts in other AFP and corporate locations
Labor Bureau, Environmental Bureau and other government agencies

Education & Work Experience:
Colleague or above degree, preferable in EHS management,
Master degree will be preferred
Experience working in multi-national company (manufacturing-based) with matrix reporting relationships
Strong sense of EHS rules and consists with national law.
Specialized Knowledge & Skills:
Supervisory experience
Proven training and development experience
Incident Investigation expertise including Root Cause Analysis or Five Why Analysis
Computer proficiency in Microsoft Word, Excel, PowerPoint
Effective communication skills (writing, presentation, data organization)
English skill - good at writing and speaking.
Work Environment & Physical Demands:
Mainly work in daylight office background, routine shop-floor inspection is expected.
Keep close contact with local government department, very few national business trip is required.
Be able to work under pressure.
