Main Duties：

• Ensures the effective pre and post-contract administration of projects assigned;

• Participates in the tender preparation to bid for Clients’ projects;

• Ensures the proper preparation of tender documents to invite bidders (i.e. suppliers, contractors and/or consultants) to bid for the Company’s projects;

• Reviews contracts/subcontracts, work specifications, costing and liaise/negotiate with Client, contractors, consultants and suppliers;

• Ensures full understanding of the contractual terms and that all other stakeholders such as Project Team Members, Accounts and Finance understands and complies with the terms;

• Works closely with Project Manager(s) and Client(s) on all daily project operations;

• Liaises and establishes rapport with Project Team, Clients, contractors, consultants and suppliers;

• Resolves contractual and commercial issues with Clients, contractors, consultants and suppliers;

• Co-ordinates effectively with Procurement function on the procurement of materials and suppliers for the projects and ensuring expenses within budget;

• Participates in the evaluation of contractors, consultants and suppliers’ bids and recommends awards for contracts as appropriate;

• Performs cost monitoring, preparation and update of project cost on a continuous basis;

• Performs cost control and negotiation of material costs to ensure budget is not exceeded;

• Puts up budget reporting on a regular basis;

• Alerts Project Manager immediately on any cost variance issue;

• Certifies that all payments are in order before payments by Company/Client;

• Monitors payment collections and provides ageing report;

• Performs closing of final account;

• Ensures proper documentation for the project;

• Attends site and other meetings as scheduled and on an ad-hoc basis as required;

• Provides guidance and direction to Commercial team members;

• Reviews and identifies areas, in the commercial process, that are not in line with Company regulations, practices and client’s requirements;

• Reviews, scrutinize and develop operational process flows to fit into the project requirements;

• Ad hoc duties as determined by immediate supervisor.

Qualification:

• 8 - 10 years of professional working experience in quantity surveying, contract management and claims management;
• Minimum 7 years of relevant experiences in a multi-national company will be preferred;

• Bachelor Degree in Quantity Surveying; or Civil, Mechanical, Electrical Engineering; or Engineering Management

Master Degree in Project Management or Construction Management will be preferred and considered;

• Accept project relocation and business travel.
