This position is Asia Regional-wide lead for Construction QA/QC, Heavy Equipment Lifting and Cold Box Field Fabrication within Project Execution GEMTE Asia. The incumbent is accountable for the management of all aspects of construction QA/QC, Lifting Plan Developing, Cold Box Field Fabrication across the project types from mega size LASU (multiple trains or single train), Electronics Tonnage Gases, and Standard Product. Each site construction QC/Cold Box superintendent will report to this job holder directly. Other functional construction superintendent, i.e. mechanical superintendent, E&I superintendent, civil superintendent will indirectly report to this job holder.

Accountabilities of this job holder would include: Site construction QC/Cold Box superintendent competence development and management to ensure and improve on our competitiveness and compliance with all Safety requirements; opportunity bidding support, project construction execution support and oversight as well as key skills assessment, resource planning and employee career development. Additional specific accountabilities include product development supporting and implementing value engineering into future construction, working closely with departments of PDE, Project Management, Process Technology, and Plant Design.

The incumbent is expected to be experts on construction quality assurance, ensure the construction quality system well running, high quality deliverables, and maintain good cost effectiveness without safety compromise. Provide expertise on large equipment lifting to all Asia projects and support other regions per request. Involve in the opportunity/project layout review, provide expertise on the heavy equipment lifting solutions.


PRINCIPAL ACCOUNTABILITIES

1. Overall responsible for company's quality policy and procedure being fully implemented at each construction/fabrication site;
2. Establish and maintain QA system, provide leadership and advice for the development and control of Construction Department quality documents.
3. Host Asia Construction Team monthly quality review meeting.
4. Ensure the site complies with ISO 9001, National Authority requirements, Air Products Quality Documentation and QA/QC Manuals. Involve in the selection of local quality supervision agency.
5. Take ownership on Construction NCR management, feedback incompliance to stake holders (internal and external);
6. During the planning phase of the project, help develop all project-specific quality requirements. And ensure Quality Plan and Inspection and Test Plan developed/implemented at construction stage;
7. Review bidder's technical proposal on its quality policy and QA/QC plan , provide evaluation factors;
8. Perform site quality audit at appropriate level and frequency, document a summary of the findings. Assist in developing corrective actions for incompliance findings, including NDE, as-built dossiers.
9. Assign CB engineers to supervise field CB fabrication and erections. Feedback design issues or improvement ideas to CB design team.
10. Attend plot plan review meeting, ensure the lifting study of large equipment workable.
11. Review and approve contractor's lifting plan of large equipment.
12. In charge contractor WPS/PQR review and approval.

QUALIFICATION REQUIREMENTS

1. Incumbent is expected to have Bachelor Degree in Engineering or higher. Further Management education would be beneficial.
2. Incumbent is expected to have 15~20 years work experience in a similar work environment, i.e. Construction Engineering Industry.
3. 10+ years in construction engineering, quality management with some related supervision experience.
4. Demonstrated experience in leading successful teams, in particular where traditional strategies are challenged to enhance competitiveness. Incumbent should have demonstrated skills in strategic thinking, employee development, resource planning and development.
5. Incumbent is expected to have a in depth working knowledge of all of the technologies which the team works with, as well as a comprehensive understanding of key GEMTE work processes, such as site management, construction work process, quality assurance and control system;
6. 10+ years experience on heavy equipment lifting plan developing, review and executing;
7. Good command on English oral and written skills.

Strong influencing skills are required to enable effectively manage regional activities. A proven ability to clearly communicate technical issues within the company, as well as an ability to handle multiple demands and commitments is essential to successfully fulfill this role.
