Job Title: Regional Process Safety Competence Manager

Report to: Responsible Care Manager

Location: Shanghai

Purpose of the job:

1. He/she shall ensure that the required level of expertise in the assigned field(s) of process safety is sustained within regional and that this is used effectively within the organization. The Regional Process Safety Competence Manager is indirectly responsible for the performance of Greater China sites and looks for an effective management in the assigned field of expertise in process safety.

2. He/she will provide all parts of DSM (in Greater China) with access to this expertise. As this expertise should be linked on to the practical needs in the line organizations, he/she shall maintain hands on expertise by providing service on request of the local organizations.

3. He/she has the responsibility for maintaining and further development on competence at the agreed level and lead the development of China-Specific (parts of) process safety, aligned with global standards, but fit with the needs and stage of development of process safety in China as Regional Process Safety Competence Manager.

4. The Fields of Expertise are currently as follows and not limited to: Risk assessment, safety quickscans, Consequence Analysis, Process Safety Analysis, Behavioural Safety, Reactive Chemistry Hazards, Machinery guidelines, ATEX

The Position:

1. Providing expert service (asked for by BG's/Bus’/sites/project teams in China because of the specific knowledge/expertise).

2. Providing basic knowledge via training on methodologies (purpose: roll out of methods and consistency in application)

3. Spotting problems with implementation and local developments, judging their global relevance and giving feedback to Experts Process Safety in DSM Operations & Responsible Care and Responsible Care Manager in China Operations & Responsible Care.

4. Challenge/act as second opinion on work performed by local teams and/or external experts (balance between cost and safety).

5. Play leading role in maintenance and development of specified expertise areas incl. monitoring of internal and external developments in China.

6. Leading the process safety network in China (Tier 2), composed of process safety tier 2 members from sites/BGs in china to align on standards and norms in China, develop plans to enhance process safety competences and effectiveness and efficiency at implementation.

7. Represent the Tier 2 global Process Safety Network as linking pin for DSM China in the Tier-1 network.

8. Keep updated process safety competence Mapping of Great China

9. Participant in process safety incident investigation

10. Zoom on lessons learned regularly from process safety incidents

11. Lead or participate in process safety Due Diligence

12. Deploy company process safety KPI-system

13. Monitoring process safety incident reporting in Great China

14. Owner of Process Safety Roadmap of GreatChina

15. Jobholder identifies all relevant SHE and security aspects and assesses the corresponding risks related to his/her job (e.g. use of machines, traveling, required training, ergonomics, SHE plans etc.); acts in such a way that the SHE and security impact on him/herself and others is minimized (e.g. following instructions/procedures, knowing location of fire extinguishers, good housekeeping etc.); reports and gives follow-up to any incidents (near misses, injuries, dangerous occurrences etc.)

16. The Regional Process Safety Competence Manager is fully authorized to the responsibilities that are listed under Job Content

17. The financial authorities for the Regional Process Safety Competence Manager are in general laid down in the management system in which he/she works

18. Develop a plan for process safety audit in Greater China.

The Ideal：

1. Multi year experience in manufacturing and/or Large capital projects.

2. Recent expert level experience in a least some of the mentioned expertise areas and in any event familiarity with conducting safety studies such as HAZOP.

3. Experience of chairing multi-disciplinary teams. Experience of the implications of (SHE) requirements on manufacturing organizations.

4. Some internal and external exposure.

5. Management skill

6. As a competence manager it is important to have adequate communication skill.

7. In depth knowledge of at least one of the mentioned expertise areas.

8. Familiarity with the DSM SHE and manufacturing requirements.
9. Experience over 10years
