Job purpose: 

• Working in a project to manage a multidisciplinary team, setting local strategy and coordinate, design, develop and implement HSE Management systems.  
• To advise and offer solution to Senior Managers on local / entity in all aspects of HSE Risk Management, to coordinate and to have open discussions with clients and or government and or community groups.

  

 

  

Main duties:

    

Functional reporting to QHSES manager and operationally reporting to construction site manager

  

Responsible for site HSE management in order to prevent accidents or injuries giving full support to the Site manager.

  

Establishes HSE rules, standards and procedures for field work in compliance company HSE policy, the Client’s safety requirements, and local regulations.

  

Organizes and presides over the safety committee.

  

Maintains close coordination with the Client’s safety manager on safety matters.

  

Conducts daily safety works

• HSE education and training
• Safety and security patrol
• Chairing weekly HSE meeting
• Weekly site inspection with client and sub-contractor

  

Checks construction plans for safety before starting work and discusses work plans with the Site manager, Superintendents and SUBCONTRACTOR.

  

Supervises Safety Supervisors and Safety Engineers for close control of jobsite safety.

  

Reviews accident/incident reports prepared by the discipline supervisors and reports results to the Site Manager immediately. Ensures corrective action is taken to prevent recurrence of accident/incident.

  

Analyses all accident cases to determine the extent of violation of field safety standards, and develops preventive measures to avoid accident recurrence.

  

Reviews and comments on SUBCONTRACTOR HSE plan and specific Job safety Analysis (JSA) to ensure corrections are made prior to implemented.

  

To provide assistance to the Safety Auditor from the home office when conducting safety audits.

  

Initiates and conducts activities to promote safety.

  

Conducts safety audits for SUBCONTRACTORs to ensure that their safety program is implemented.

  

Reviews and approves monthly safety report and submits to the Site Manager.

  

Prepares final construction close up reports prior to closure of Site Office.

  

Implements a complete program to assure security at the site and related facilities.

  

 Qualifications Requirements:

  

• Must be Registered Safety Engineer. In addition, possessed engineering degree in any relevant disciplines is preferable.
• Undergone any HSE courses and training is an advantage.
• At least 8 years working experience with over 3 years as HSE Manager position.
• Preferable working experience in heavy construction site in particular oil and gas sector, petrol chemical and chemical plants.
• Good interpersonal and leadership skill with fluent communication in English is a must.

  

• Familiar with local related HSE procedures/standard is a must.
