Looking for an Estimating & Change Management Lead. This position is responsible for leading

change management activities and required estimating tasks for a multi-billion dollar EPC project.

The individual will report to Project Controls Manager.

Duties and Responsibilities: 

? Review and validate Contractor’s estimated quantities, allowances and cost, to ensure accuracy and consistency across all estimate files and related document. 

? Review and validate contractor’s estimate of changes (scope change, change orders, trends and PDNs). 

? For Owner’s scope of work, produce independent estimates to support business decisions. Check estimates as-required. 

? Coordinate with contractors on change management processes and best practices to align with Owner’s change management procedure. 

? For Owner’s scope of work, maintain project change management log, create PCOs (Project Change Orders) and submit for management approval. 

? Attend internal change management meeting, review internal and external changes with project team and provide recommendation for approval/rejection. 

? Attend contractor’s change management meetings. 

? Facilitate owner and contractor’s contingency and escalation reporting. 

? Ensure project change management processes are strictly followed. 

? Maintain project risk report  

? Produce analysis to support project management decision making. 

? Change Management & estimating presentations (as required). 

? Supports the Project Controls Manager as functional lead for all estimating and change management interfaces & deliverables. 

? Support to Cost Lead with respect to budget & forecast impacts resulting from changes to scope. 

? Establishment and monitoring of estimating processes, procedures & tools. 

? Collaborate with estimate manager on estimating and change management related project tasks.  

Requirements

? Have worked in owner’s project execution environment or major EPC firms for major projects 

? Accredited four (4) year degree and minimum of ten (10) years of progressive experience in project controls 

? Must be proficient in MS Office and able to manage large volumes of data 

? Excellent relationship building skills 

? Good knowledge on Monte Carlo simulation and quantitative risk assessment 

? Capable of managing impact of change & trends 

? Working knowledge of Risk Management principles and methodologies 

? Familiar with and is fully capable of application of skills and methods in estimating and change management practices as contained in AACE and PMI (PMBok) standard practices 

? Strong knowledge about project delivery phases, activities performed in each phase, and associated deliverables 

? Full understanding of cross-functional interfaces with engineering, procurement – materials & sub-contracts, construction, safety, quality, finance/accounting, and operations 

? Ability to work well as an integral part of a large team that includes EPC contractor, engineering disciplines, execution management team, and 3rd party suppliers 

? Capable of developing and delivering a professional presentation in slide show, report and verbal format 

? Effective analytical and problem-solving skills 

? Strong work ethic, able to produces required deliverables with accuracy and on time 

? Good analytical and computer skills 

? Experience working on major EPC projects 

? Familiar with China labor market, labor rates and labor productivities 

? Strong knowledge of the interrelationships between planning, estimating, cost control, scheduling & change management. 

? Strong knowledge of the interrelationship of a good technical project scope definition, quality of the schedule and estimate, construction sequence and execution, procurement and contracting strategies, commissioning and start up

Requirements: 

? 8+ years experience in large domestic engineering company or multi-national engineering company, Pharmaceutical project experience and GMP knowledge are plus  

?？ Familiar with international engineering and project execution procedures & specifications 

？ Good knowledge of both international & Chinese standards and codes 

?？ Proficient in applicable software, e.g. AUTOCAD, etc. 

?？ Good in spoken and written English and Mandarin 

?？ Effective communication and coordination skills 

?？ Self-motivated and ability to work independently 

?？ Excellent team-work spirit
