PURPOSE:

The position is part of the Industrial Gases China supply chain organization, responsible for managing sub-regional Packaged Gases Operation team and all supply chain activities. PGG operation manager is a key member of the sub regional supply chain leadership team and strive for the excellence in safety, customer experiences, quality control and most cost effective execution through continuous improvement methodologies like Lean, Six-Sigma, Kaizen, SMED, meanwhile delivering the correct balance of cost and service for their served markets.

 

NATURE & SCOPE:

 

The job holder is sub regional PGG Operation Manager and directly reports to sub regional Supply China execution manager. The incumbent will be fully responsible for sub regional package gas supply chain operational execution which includes the following functions like PGG production, facility maintenance, PGG delivery and PGG new construction project owner representative roles as well as integration of all related M&A projects within the territories to support strongly package gas business profitable growth and ambition plan in each region, all of PGG plant manager will report to him/her, and also closely participate in Pan China package gas supply chain strategy definition and deployment

 

With the business seeing significant growth across the whole sub regional territory, the incumbent must ensure to execute the production, scheduling, transport, cylinder test and inventory strategies in a controlled manner to ensure the PG maintains its high level of profitability at cost effective model

 

The incumbent also need work closely with the Asian platform resources like PG Operation, PG Engineering & technical, PG process optimization & digitalization to explore constantly PG supply chain BEST PRACTICES and innovation as well as working process continuous improvements.

 

 

PRINCIPAL ACCOUNTABILITIES

 

l  Be responsible for execute cooperate EHS & operational polices and standards, sharing effectively, communication and well promotion & implementation of all PGG best practices on safety, customer experiences, and productivity among each regional PGG supply chain organization.

l  Support each sub-regional supply chain manager and GM to achieve annual business target in short term and China IG objectives in longer term through effective promotion of AP core value & cultures, team communication, talent development and innovation inspiration among organization.

l  Supervise PGG plant daily operation activities and KPIs performance to make sure we are running in safe, reliable and efficient ways, which should include cylinder production,  depot delivery, cylinder maintenance and testing to be all fully comply with corporate operating, engineering and safety standards as well as being in accordance with local statutory legislation

l  Continuously drive sub regional PGG supply chain productivity and working process improvement to meet our annual business EBITA target and ambition plan

l  Work with HR to well promote PGG supply chain talent pool development in every functions and layers, well prepare for coming package gas business booming and ambition plan.

l  Lead PGG innovation exploration in supply chain domain by setting up different working groups to inspire and promote innovation culture and projects among organization, these efforts should make AP takes leading and pioneering position in China IG package gas market.

l  Be fully responsible in leading of sub-regional PGG and M&A project integration and make sure we can deliver targeted synergy productivity and 100% EHS compliances

l  Take the role of project ownership for new PGG plant construction within the territory, who will fully represent for sub regional GM to well coordinate with all parties to make sure every project to be on steam within targeted schedule and budget.

l  Lead internal and external PGG supply chain community of practices to effectively react and exchanges with them to get valuable best practices learning and association & authority influences

 

JOB REQUIREMENTS

 

l  Bachelor at the major of engineering, production management, quality control management, supply chain or equivalent a plus.

l  At least 10-15 years working experiences in industrial gas and 8-10 years at PGG operation management position, 2-5 years roles and experiences in project engineering

l  Very familiar to China package gas regulations and

l  Can base in Shanghai or Kunshan or Haiyan.

l  Good English level be able to quick and accurate reading/writing.

l  Demonstrate strong self-confidence, strong interpersonal skills, a team player and desire to be best in industry.

l  Collaboration- Strong communication skills and competencies to drive communication across organization (commercial, BDS, project, stakeholder, EHS and external authorities)

l  Strong knowledge of China cylinder manufacturing codes

l  Experienced professional and expert in PGG production or supply chain.

l  Energetic, self-starter that manage execution and deliver results.
