Scope of Role :
· Support Project manager to be responsible for all aspects of project delivery
· Support Project manager to be responsible for delivery of the scope and costs associated with PAR, scope change and cost mgt
· Support Project manager to be responsible for collation of documentation and arrangement for sign off and ratification of scope once brief document formalized, additional funding PAR if necessary
· Manage Consultant team deliverables to global standards and procedures (including CRES and SCB Project Management protocols).
· Responsible for project specific delivery, communication of key timelines and reporting the tracking of these through out the project lifecycle
· Coordinate project communications – business wide
· Coordinate & prepare project reports for Project Manager
· Coordinate with Admin Support Officer and Finance Officer
· Act as go between / SCB for interface business / consultants
· Managing an integrated project plan across the Programme to ensure consistency:
Consistent level of detail across the project
All scope is covered
Integration of detailed project plans with interdependencies clearly understood
Detailed project plans in all areas showing defined elements of work
Clear milestones with risks and issues understood
Each new sub-project is supported by the appropriate Project Approval documentation.
Co-ordinate the efforts of the consultants team in providing adequate and timely information
· To ensure that all Project procedures are in place, covering:
Management of project scope
Work breakdown structure
Schedule and dependency management
Issue identification and management
Resource management including timesheets where relevant
Risk assessment and management
Quality management
Reporting.
Communications of key milestones, both internally and externally
Production and delivery of key documents
· Administration of the Project Approval process
· Reports to the Project Manager on status and manage issues as these develop in individual projects or across the Programme
· Ensuring a first class audit trail of all Project decisions, milestones, costs and variations
· Coordination of quality IT and security systems are successfully installed
· Follow up issues and actions, escalating only those, which need line manager’s attention.
· Aligning priorities based on the Project Manager requirements
· Liaise with professional consultants, regulatory authorities as required
· Involvement in contractor pre-qualification
· Track Project programme progress critical path’s against baseline
· Ensure that residual risk within Project throughout CRES China remain within acceptable risk levels by identifying material risks, maintaining an effective control environment and understanding and accepting or rejecting levels of residual risk in line with Operational risk procedures.
Key Responsibilities/Challenges
· Internal: Coordinate, communicate with business and support groups. Working with CRES Team define specific project execution plan and supervise its delivery. Ensure accurate auditable documentation process is maintained.
· External: Represent & protect SCB interests, mitigating risks and managing change process. Driving the outsource vendors to deliver project on time, to SCB’s expected standard of quality and maintain budget to meet SCB’s brief.
Selection Criteria
· University Degree in Engineering, Architecture, or related discipline
· Over 5 years relevant operational experience in project management
· Willing to station in Shanghai and may second to other region when required
· Available immediately
· Good planning and organizing skills
· Team and client oriented
· Good collaborative, negotiation, interpersonal, presentation and communication skills
· Can read Chinese and English fluently
